Wildlife management
Mr Francesco Bruzzone informs that he has requested the scheduling in the Agriculture Commission of the Chamber of Deputies of the bill presented last August by him (first signatory) and by the Hon. Molinari, Davide Bergamini, Bof, Cavandoli, Coin, Di Mattina, Pierro and Zoffili, aimed at the "Establishment of the Institute for the management of wildlife, in order to rationalize the skills in the field of management and protection of wild fauna" to which the current functions in this sector under the responsibility of ISPRA are transferred.
Land resources
As stated in the reasons for the Proposal, “The management of wildlife requires active interventions on the native and alien wildlife resources of the national territory. It is necessary to organize and plan the activities, set the management objectives and monitor their achievement”. Currently, the text presented continues, “the Higher Institute for Environmental Protection and Research (ISPRA) – to which the competences regarding wildlife have been transferred, following the suppression of the National Institute for Wild Fauna (INFS) by Article 28 of Legislative Decree 25 June 2008, no. 112, converted, with amendments, by Law 6 August 2008, no. 133 – is not able to guarantee such activities.
Ecosystem balance
On the basis of these premises, it seems appropriate to establish an autonomous institute for the management of native and non-native wild fauna, placed under the supervision of the Minister of Agriculture, Food Sovereignty and Forests, which can guarantee the efficiency of interventions and the balance of the ecosystem, operating without ideological preclusions. This bill provides for the establishment of the Institute for the Management of Fauna (IGF), considered most appropriate and responsive to the needs of intervention. The IGF carries out research and consultancy activities for the State, regions and local authorities, also through the establishment of decentralized technical consultative operational units.
Wildlife
The competences, functions and activities in the field of wild fauna attributed by the current provisions to ISPRA are transferred to the IGF, as well as the competences, functions and activities attributed by Law 11 February 1992, n. 157, to INFS and subsequently transferred to ISPRA. The competences in relation to the expression of technical-scientific opinions in the field of fauna requested by the State, the regions, local authorities, parks and protected areas pursuant to national or supranational legislation as well as regional or provincial regulations are also transferred to the IGF”.
