Strong dissatisfaction
Federcaccia Abruzzo and the other Regional Hunting Associations Liberacaccia, Enalcaccia and ANUUMigratoristi turned to the President of the Region Marco Marsilio to underline the strong dissatisfaction with the contents of the current draft Regional hunting calendar for the 2024-2025 season and ask for his immediate intervention.
The text of the letter
Below is the text. “Dear President Marsilio, having taken note of the contents that emerged from the reading of the draft Hunting Calendar 2024-25 sent by the Abruzzo Region to the National Technical Faunistic Hunting Committee and to ISPRA, the Abruzzo Hunting Associations are turning to you to invite you to reconsider a document which, as formulated, is unnecessarily punitive for hunters in the region, without however these excessive limitations leading to any advantage from the point of view of protecting the fauna being harvested and biodiversity as a whole. Once again we had to verify an unjustified closure by the Department and the competent regional offices to any justified request for modification of the hunting regulations in force for years in Abruzzo which strongly penalize Abruzzo hunters compared to their colleagues from all other regions Italian".
Judgment of the TAR
“We sincerely find the justification given for the choices made unacceptable, which would be aimed at avoiding any possibility of appeals, since it is the Region's task to decide in compliance with the regulations in force and not to give up its role so as not to have to subject itself to a – however hypothetical – judgment of the TAR towards which it has, if anything, the duty to justify its choices in a technically sound way. The draft 2024-25 hunting calendar approved by the Region contains penalties that are even higher than those proposed by ISPRA, devoid of any scientific justification and does not take into account the fact that the hunting calendars of the other Italian regions, including those that have already published the calendars for the next season, open hunting on 15 September and allow hunting until 31 January for various migratory species using for this technical-scientific reasons which in several cases have overcome the feared appeals to the TAR and which instead the Abruzzo Region has always rejected."
Maximum urgency and timeliness
“We cannot continue to consider the refusal of any form of collaboration by the Region and its Technical Offices with the regional hunting associations to be acceptable or in any way justifiable. In light of the above, Dear President, we ask you to intervene with the utmost urgency and timeliness by stopping the procedural process of the 2024-25 hunting calendar; to modify the draft in compliance with the provisions of article 18 of Law 157/92; to start an urgent and more necessary process of discussion with the Abruzzo hunting associations. While waiting for your prompt response, we thank you for your attention, reserving further initiatives to protect the Abruzzo hunters we represent".
