Yesterday, 10 January 2022, the Lombard councilor rolfi, the Director Bonomo and the Executive Claretti met with the Lombard hunting associations and the AMOV. The meeting had been requested in November by Federcaccia Lombardia so that the Region could illustrate what strategies it would put in place to solve the problem related to the rings of live breeding calls. On the one hand, in fact, it is necessary to resolve the problem of rings used up to now and subjects that even after only one year from the affixing are subject to deformations and wear that have led to a dispute by the Forestry, with consequent seizure, without forgetting that these rings, still new, were already out of the measurement tolerances in 74% of cases; on the other, it is obviously necessary to have certain indications for the future ringings.
In fact, as noted by Federcaccia, who then gave the introductory speech shared in the content also by the other Associations, we must give certainty and tranquility to hunters: hunters must know that the calls they will exhibit in September 2022 will be regular and indisputable if equipped with rings or in any case seals who will be chosen. Unfortunately today, two months after the request, the Region has not given answers regarding possible strategies or choices: it has announced that the Hunting Faunal Council extended to the Forestry to ISPRA to evaluate possible solutions that, even with the eye of those in charge of controls, can give appropriate guarantees to hunters.
On the other hand, the Councilor remarked that the choice of the type of rings to be affixed to the tarsus of the calls raised is the responsibility of the Ornithological associations and that the Region will take a diligent part in favoring the useful confrontation of the parties in the Faunal Council. However Federcaccia is of the opinion that the choice of the rings, whose use is authorized by the Region itself, in any case entails a de facto legitimation on his part; on the other hand, it believes that the Ornithological Associations (FOI and AMOV in primis) in the choice of rings or different authorizable marks cannot fail to take into account the need and necessity of guarantee hunters the conformity of the rings to all the features that can ensure the peaceful use by hunters.
In fact, we recall that the national law (Article 5) provides that the Regions regulate the breeding, sale, possession and use of calls reared on the advice of theISPRA (paragraph 1) and that the warnings must be equipped with an "irremovable ring". The choice of the type of ring or mark in view of protection of the hunter and the use of recalls could hardly ignore a comparison with all the parties. Of course we are confident that at least most, if not all, of the hunters who in 2021 have seen their calls seized and who will face the trial will demonstrate the perfect regularity of the disputed warnings, but the hunters' need for certainty is incompatible with the times of Italian justice and the solution must therefore be found in the first months of this year (Source: Hunting Federation).
