A real boulder
The precautionary suspension of the Council of State weighs like a millstone on the Umbrian hunters seeing for the moment the collection of thrushes and woodcocks suspended until January 14th. In 2009 with the modification of Law 157/92 they promised us more time and more huntable species, since then the hunting calendars have been the subject of continuous appeals and sentences, from that precise moment to support the hunting calendars in agreement Key Concept the regional wildlife observatories should have been strengthened by financing research and studies on the state of conservation of huntable and non-huntable species, and instead in most cases when they work including Umbria they are reduced to the minimum terms. In 2022 with the modification of 157/92 and the introduction of the mandatory opinion of the Wildlife Technical Committee they promised us to put an end to the continuous appeals on the hunting calendars, and instead nothing has changed.
Infringed rights
Promises, many promises, but in reality the problems remain and every year the same thing happens: contested calendars and court rulings that modify openings and closings, damaging the certainty of the rights of citizen hunters. On the other hand, ISPRA, no longer carrying out research and in the absence of updated data, expresses opinions applying the principle of maximum precaution, which, although not binding, are taken as a reference by the courts. This is the result of the uncertainty into which the hunting world has fallen, of the demagogy of some hunting associations and of politics that, in order not to lose consensus, satisfies the belly without maintaining the main objective of governing and assuming responsibilities.
The responsibilities of politics
Right and left-wing governments have followed one another, right- and left-wing regional councils, the musicians have changed but the music is the same, a continuous passing of the buck of responsibility, between hunting associations and the governing body. It is time to say enough to governments that are friends of hunters, to the politician of the moment hunting for votes, we want to know clearly what they want to do with hunting in Umbria and in Italy, whoever is called to govern must take the responsibility of coming out into the open without strategy and tactics. Arci Caccia for its part is not willing to give discounts to anyone, the new Council will have to tell us clearly what hunting policy it intends to implement in the next five years, but it will have to do it right away, we want to know what they intend to do with the Wildlife Observatory, with the management of the ATC, with the hunting calendars, hunters are citizens first and foremost and therefore it is right that they know the thoughts of those who govern them. At this point we just have to wait for the ruling of the Council of State, certainly a negative sentence will weigh like a millstone for next year too (source: Arci Caccia).
