Approved by a majority by the Regional Council of Friuli Venezia Giulia, chaired by Piero Mauro Zanin, the motion 250 dedicated to urgent interventions for the containment of the cormorant in the Region. The request, illustrated in the Chamber by Mara Piccin (Forza Italia), had originally been presented by the Fortress councilor herself together with the group leader Giuseppe Nicoli and his party colleague Franco Mattiussi, to which the signatures of the Northern League player Stefano Mazzolini and Edy Morandini (Progetto Fvg / Ar) were added in sequence, anticipating party colleagues Mauro Di Bert and Giuseppe Sibau. Even the civic Tiziano Centis he then joined the instance, preceding the entire council groups of Lega and Pd, as well as Emanuele Zanon (Regione Futura).
With the provision, in consideration of the fact that "the progressive colonization of ichthyophages in inland waters of the region began towards the early nineties and that, since then, the territory has been recording an exponential increase in ichthyophagous birds, including the cormorant "and that" the cormorant represents a serious danger for fish in inland waters, being able to consume approximately 600 grams of fish per day", The regional council undertakes" to start a process aimed at evaluating the adoption of an effective withdrawal plan in derogation of the cormorant, as well as a path aimed at reporting the problem to the State-Regions Conference through which, also through the national government, a dialogue is initiated with the European institutions to propose a revision of the Birds Directive ".
“Among the species at risk of attack by the cormorant there are especially the native salmonids, but the cormorant - reported the text, presented to the Presidency on 14 April last - is a species subject to protection and the law 157/1992 (Rules for the protection of homeothermic wildlife and for hunting) it does not list the cormorant as a huntable species". In the last ten years, according to the statistics, there has been a consistent increase in cormorants, going from 1.532 individuals and 1.987 individuals dormitories (2011) to, respectively, 3.727 and 3.740 (2020). Excessive presence and proliferation undermines the ecosystem and creates economic damage to the conservation of inland waters where the fish populations, by virtue of the vastness of the hydrographic network, cannot be protected with anti-bird nets, acoustic deterrents or other tools.
Therefore, according to the motion, it is appropriate "rethink the status of protected species for the cormorant and, consequently, a decisive intervention by the regional administration appears necessary ". After the interventions in support of the proposal that also involved the group leader dem Diego Moretti and Morandini, a rejection instead concerned a modifying amendment proposed by the 5 Star Movement (first signatory the group leader Cristian Sergo, who refused the withdrawal).
Hence, the definitive expression by the Chamber which subsequently occurred on a sub-amended provision at the request of the regional councilor for agri-food, forestry, fish and mountain resources, Stefano Zannier, who had suggested some changes. Zannier himself recalled that "he sent a plan for the management of the cormorant, extended to the entire regional territory, both to the competent ministry and also to the Higher Institute for Environmental Protection and Research (Ispra). Some indications have already been received in response and now an implementation of the document will be needed, but we have found full availability ”.
