A rule with important effects
Following the publication in the Official Gazette 206 of 4 September 2023 of the Legislative Decree on the subject of sports bodies and workers, the Federal Council Fitav Rome, which met yesterday, approved the Guidelines for all interested parties. As already anticipated in previous communications, the sports reform has been in force since 01 July 2023, which introduces important innovations for sports bodies and workers in the sector. This is a rule whose effects began at the beginning of July, however the conversion law to the Law Decree, which made changes to the original text, was only published on September 04th.
Great caution
The doubts regarding the new system were highlighted several times by the Federal President, including to the Minister of Sport Abodi, in a meeting held at the end of June in the Coni Hall of Honour, in which the risk of making changes to a functioning system that has brought exceptional sporting results, and not only that, which have brought prestige to Italy. The world of amateur sports was made up of volunteers, or as I prefer to call them enthusiasts who today will find themselves having to face new bureaucratic obligations with consequent increases in expenses. The line followed immediately by the Federation was that of prudence, based on the need to wait for the conversion into law of the decree which would unequivocally define the new regulatory scenario.

For the above, all payments that could fall within the scope of the new legislation were temporarily postponed, in order to avoid errors being made that could cause problems not only for the Federation, but also for the recipient. Since the publication of the first Law Decree, the Federation has activated its consultants who, together with the federal staff, have studied the legislation in order to be able to provide all the useful information both to the Presidents of the sports associations and to all natural persons interested in the new context. The new rules will entail radical changes for our world, but as always the Federation will take all the necessary decisions to ensure that, while respecting the rules, the inconveniences for our world are reduced as much as possible. However, the situation is evolving, and will also have to take into account the time it will take to adapt the federal IT systems, for which the software supplier companies have already taken action (source: FITAV).
