The month of March is in particular that dedicated to the former ungulate censuses and precisely with regard to this matter Lombardy region took some important decisions in this regard in the communication signed by the manager Robert Daffonchio which you find in the attachment. “They do not seem compatible with the provisions of the Prime Ministerial Decree in question, due to the movements which require people on the regional territory to carry out the selective collection of ungulates, as well as those of wildlife census. Both activities must therefore be considered suspended".
As regards the definition of the 2020 selective sampling plans, to which the censuses would have been finalized, the competent regional offices hypothesize the possibility of using the historical series available to them, as well as the data of the sampling obtained in the past hunting season 2019/2020. In any case, the specific technical note published by ISPRA on its web portal on 12 March will be kept as reference. On the other hand, they would seem to consider themselves compatible with the provisions of the Prime Minister's Decree in object the recovery activities of both injured wildlife and wild fauna carcasses, with transport to the appropriate destination, being a "public service" with hygienic-sanitary effects, in order to avoid remaining on the territory of live wildlife specimens or their carcasses, which can carry diseases that are dangerous for livestock or humans.
For the performance of these activities, the need to make the required self-certification in case of checks by the police, as required by the same DPCM. As regards the wildlife control activity, established by art. 41 of Regional Law 26/93, whose implementation is entrusted to the Provincial / Metropolitan Police Corps, in the opinion of the writer it is believed that should be suspended, except for undeferrable and urgent reasons that may be configured as a "public service" and therefore must continue, at the discretion of the Provincial Police Corps and the Metropolitan City, competent in the matter. Finally confirming the extension of the deadline of March 31 for the return of hunting cards, we take the opportunity to communicate that, in the next few days, the measures for the extension of further obligations will be announced, both for hunters and for management committees of alpine hunting areas and districts, whose deadlines are established by Regional Law 26/93, currently being defined.
