La Regional Federcaccia of Lazio he learned with astonishment the unofficial news of the transfer to theISPRA of the assignment to elaborate the Hunting Wildlife Plan at the disposal of the Department of Agriculture. Here is the statement of the hunting association: “The national law 157/92 speaks very clearly. In article 10, that relating to wildlife-hunting plans, it is read without the possibility of interpretation that: "The regions implement wildlife-hunting planning by coordinating the provincial plans“, That is to say the plans prepared by the various Provinces, divided into homogeneous districts.
Said wildlife-hunting plans, as it is clearly written in paragraph 8 of the aforementioned article 10, include protection oases, repopulation and capture areas, public and private centers of wildlife reproduction in the natural state, areas and periods for the training and training of hunting dogs, criteria for determining compensation for damage from wildlife to agricultural production, criteria for the payment of incentives for the protection and restoration of natural habitats and actions for the increase of wildlife and, finally, the identification of areas where fixed positions can be placed. All this, it goes without saying, cannot be decided by Bologna where Ispra has its headquarters, but it necessarily requires consultation with the actors of the territory.
All the more reason, the same 157/92 delegates to the Region the coordination of the various provincial plans, which must necessarily involve the Provinces, Territorial hunting areas - in Lazio there are two for each province -, agricultural associations, hunting associations and also provincial and regional environmental associations. Ispra itself, dedicated to article 7 of 157/92, is subject to the institution of decentralized technical advisory operational units, the famous regional wildlife observatories, who have - they do - the task of providing "support for the preparation of regional plans". Support, in fact; and certainly not the drafting of the regional wildlife-hunting plan by his own hand. If this were the case, in fact, Ispra would in fact become controlled and self-controller.
About theregional wildlife observatory, in Lazio it has never been established. The law is now 27 years old but, despite our repeated insistence and solicitations, there is currently no regional scientific body capable of supporting the Region in the preparation of the wildlife-hunting plan, as well as in the drafting of the hunting calendar. We take this opportunity, here, to remind the Giunta Zingaretti once more of the great opportunity it has to distinguish itself from the administrations that preceded it, including its first mandate, to finally respect the rules on hunting by establishing the regional wildlife observatory. In this respect, as indeed all the acts of wildlife-hunting policy that respect the rules, we are available and collaborative right now.
The same applies to the wildlife-hunting consultation, which has not been convened since time immemorial, and to the examinations for the qualification to practice hunting, which they have not been held in our region for two years, depriving so many young people of the possibility of hunting but also, above all, the Region of a huge tax revenue, with equal damage to the tax authorities. We therefore hope that the competent Department will retrace its steps as soon as possible, also because bypass all stakeholders to deliver the draft plan to an advisory and control body would mean, on the part of the Lazio regional government, a clear act of political direction towards rurality and territories. This is a choice of which each would then be called upon to assume their responsibilities ".
