New structure
Legislative Decree No. 108 of June 26, 2026, containing urgent provisions on sport, was converted, with amendments, into law by Law No. 142 of August 4, 2026. Article 8 introduces the new structure of the Italian Shooting Union , maintaining its unity and nature as a public body of an associative nature and defining a clearer separation between institutional and sporting functions.
The reform in a nutshell
The new structure includes:
a clearer separation between institutional and sporting functions, with a distinct definition of skills, responsibilities, management and accounting;
the establishment of the Sports Institution, as a body of the UITS dedicated to the organization, promotion and development of sporting activities, with financial and managerial autonomy;
a single accounting system divided into two distinct management areas, one relating to the institutional area and one to the sports institution, with separate evidence of their respective income, expenses and management results;
a new structure for the representation of sporting activity, with a national assembly and a sports council, in which affiliated sporting bodies, athletes and technicians are represented;
a clearer definition of the role of the National Shooting Sections, which continue to perform institutional functions, legally mandated training, and sporting and promotional activities on the territory. The TSN Sections are also exclusively responsible for issuing the Diploma of Competence in Handling Weapons (DIMA) and certifications for legal uses;
The UITS reserves the right to use the real estate assets intended for the operation of the TSN Sections and the related institutional and sporting activities. The assets owned by the State or other public entities, previously granted free of charge to the Sections, are granted free of charge to the UITS, which regulates their use and allocation for the purposes established by law;
new and more defined responsibilities of the UITS regarding shooting ranges and facilities, with particular reference to technical inspections, the issuing of permits for use, safety, maintenance and modernization of facilities, encouraging the adoption of uniform directives and criteria throughout the country;
strengthening the management, coordination and supervisory functions of the UITS with respect to the TSN Sections, including through the new Technical Supervisory Committee;
a clearer regulation of the various entities operating within the UITS, distinguishing between the TSN Sections, the federated bodies or organizations and the affiliated sports organizations, with a precise identification of their respective institutional, recreational and sporting functions.
The law's entry into force now marks the beginning of the implementation phase of the reform, which will continue through the adaptation of the UITS Statute and the subsequent adoption of the regulations envisaged by the new regulatory framework.
Comparison with the territory
Throughout this process, the UITS intends to ensure the broadest possible engagement with the local community. Specific opportunities for discussion and discussion will be organized during the Italian Championships. This will be followed by dedicated webinars dedicated to the reform, which will illustrate the new structure and provide an opportunity to gather comments, suggestions, and requests from all TSN Sections and all members. The UITS will support the entire implementation process with subsequent communications, gradually providing all information regarding the methods and timelines for implementing the reform.
