The hearings held by the second Council Commission "Economic and Rural Development" of the Regional Council of Tuscany. Representatives of trade associations (agricultural and environmental hunting) together with the representation of the ATC, the Tuscan Municipalities and Provinces and other stakeholders, were invited to present the evaluations and amendments to the new implementing regulation of the Regional Law 3/94 on hunting activities. We are therefore with this important step in commission concluding a long process on the text in question that was necessary following the changes made to the regional law in 2020 (Lr 61/20). The new regulation contains non-secondary aspects for the performance of the hunting activity in the territory and as regards in more general terms, the wildlife management.
Among the most important are the rules relating to the activities and tasks entrusted to ATC (Territorial hunting areas) and to their greater managerial and administrative autonomy. The activity of the Regional Wildlife Observatory is also regulated and defined, which is entrusted with tasks of scientific technical support and for the collection and dissemination of data. Important measures relating to the management and control of the management results achieved for public and private wildlife institutes are also on the way. The rules for the use of live calls are also better defined during the hunting activity, on the concessions of new fixed stalks, for the management of ungulates and for the minimum number (reduced to 15) of the participants in the team boar hunt.
He intervened on these and other points Marco Salvadori Pres. Federcaccia Toscana and representing all the confederate associations to the CCT. From the same emerged a positive opinion on the work carried out by the department in recent months, also the result of a constructive contribution of proposals that have been promptly presented in recent months by our regional structure on various occasions for discussion. A text that can certainly be perfected but which largely responds to an urgent need for adaptation to the new provisions of the Law and to an improvement of some necessary technical and managerial aspects.
Without prejudice to the need to ensure rapid times for the definitive approval of the regulation and consequently to guarantee legal certainty for hunters for the next hunting season, the meeting was also an opportunity to present some proposals and additional and amendments to the text. In particular, the gaps in hunting mobility and for the maintenance of agreements between regions, on the methods of accessing fixed positions, on wildlife control and on the conduct of qualifying exams were highlighted. The floor now belongs to the Commission chaired by President Ilaria Bugetti (PD group) before final approval by the Tuscan Regional Council. In these weeks and months that separate us from the general opening of the hunt, the fronts of commitment are widening and the work of the whole Confederation is geared to guaranteeing in every possible form, a useful contribution to the defense and reasons of our world. In this sense, it is worth noting the attention paid to the process of the new Hunting Calendar and to the aspects relating to the reading and application of the Key Concepts in relation to the times and species that can be hunted.
In addition to the issues relating to the application of the new management plan of wild turtledove to allow the pre-opening on the species to be carried out in Tuscany as well, we must record with satisfaction the political commitment carried out by the Vice President Stephanie Saccardi, on national tables. After the decisions taken within the State Regions Conference regarding the role and competences of ISPRA, the initiative of the Vice President also focused on aspects relating to the future reconstitution of the National Wildlife Technical Committee set up at the Ministry of Agricultural, Food and Forestry Policies. and for an initiative of the Ministry of the Environment aimed at seeking at a supranational level, a unitary methodological solution that allows States to overcome "unjustified disparities" in the treatment and conservation of migratory species within the European Union.
The letter sent to Ministry by the Honorable Vania Gava on the first aspect and the correct position expressed by Minister Cingolani for the second, confirm the goodness of the commitment put in place by the same Vice President Saccardi aimed at give back a role to politics and representativeness to regional authorities (Source: CCT).
