Hunting for ungulates in Tuscany. The president of the Regional Economic and Rural Development Commission, Gianni Anselmi (Pd), spoke at the end of the session that dismissed the bill for the containment of ungulates in Tuscany, explaining, "This is not a law for the hunting. The hunting activity is only a tool which, together with the control and scientific survey with the support of Ispra, has the purpose of dealing with an emergency as it presents itself ".
In response to the numerous requests that the text produced both in the debate within the commission and in the positions taken by artists, intellectuals and the world of associations, the president clarified, “The law addresses issues concerning the life of this region on the merits. The quality of the environmental balances, the rural economy and the safety of people are, according to the data, put at risk by an uncontrolled proliferation. It is not the purpose of this commission and this law - continues Anselmi - to tell the many causes of this hypertrophic phenomenon so evident. This is part of the legitimate political discussion and scientific debate ”.
“If the structure of the law proposed by the Executive is not upset, the work done in the commission has been serious and thorough. We have produced a balanced act that as such lends itself to all the exploitation of the case, especially when the approach has an extremist emphasis ”, the president continues.
The "strong approach to government, properly Tuscan", analyzes the "complexity of the territory, its identity and also the way people and those who want to enjoy the open spaces peacefully" live and work there. “The aim - adds Anselmi - is to re-establish an environmental balance. The ecosystem is altered by the proliferation of these animals, often alien to the territory ". The synthesis reached in committee also through a series of approved amendments that have improved the text from the point of view of legislative quality "is, according to Anselmi," evolved ". “We want to take possession of a problem which, if left to the flow of things, risks worsening further”.
The law will have a duration of three years and thanks to an amendment of the Democratic Party approved by the committee, it provides for an annual "coupon" to evaluate the results. The increase in ungulates is a substantially irrefutable phenomenon that requires precise legislation.
The Tuscany proposal, within the limits of law 157/1992, and defined in agreement with the higher institute for environmental protection and research (Ispra), allows for special management: proportioning the presence of ungulates to the different characteristics of the regional territory, to guarantee both the conservation of native species in the areas reserved for them, and the conservation of anthropic activities and environmental values typical of the regional rural landscape, in the other areas.
Suitable and non-suitable areas are therefore identified, forms of hunting and control management are carried out and supply chain paths are created to enhance the safe consumption of ungulate meat. The text also envisages, within ninety days of entry into force, the approval by the Executive of an excerpt from the hunting fauna plan for the revision of the current boundaries of the areas not suitable for each species.
Areas which include repopulation and capture areas, cultivated areas subject to documented or potentially damaging damage, potentially arable land to be restored to cultivation, wooded and bushy hamlets that are interclosed. The selective collection will be authorized for the subjects identified by law while the optimal hunting density will be established in the annual management plans of the Atc (territorial hunting areas) approved by the council.
During the debate and the vote, the different political positions recorded a common fact: the search for a balance. While Roberto Salvini (Lega) pushed for a law of "containment in suitable areas and eradication in unsuitable areas", Gabriele Bianchi (M5s) asked "not to work only on the emergency but to restart from the presence on the territory. Mere killing is not a solution ”. “Remaining at the substance of the problem, without exploitation and propaganda” was instead the approach of Simone Bezzini (Pd).
