The impression is that of being faced with buffer interventions, always useful to limit the damage, but not in an incisive way (and certainly not to resolve the situation). The problem is that of the proliferation of gods boars, and all that follows. The solution?
Well, to tell the truth, in the summit that was held yesterday morning (11 September 2015 ed.) In the Prefecture many ideas flew, most of which (among other things, those considered most effective) inapplicable.
But let's go in order, and let's start from the need to convene a meeting in the prefecture on such a particular theme: wild boars. Yet that it was a felt topic was demonstrated by the participation in the meeting, with the representatives of almost all the municipalities of the province (especially, not surprisingly, of Garfagnana and Mediavalle), with exponents of the hunting world, with the leaders of the police and the province itself.
The meeting was presented by Deputy Prefect Samuele De Lucia, who had his work cut out managing the debate with the amount of raised hands that arose after the interventions from the table, in particular by the provincial commander of the Forestry Corps Maurizio Folliero and the head of the office of the regional agriculture department, that is the former provincial councilor Diego Santi. So many authorities and so many questions, due to a problem, namely the proliferation of wild boars, the damage caused to agriculture, their progressive (and not too slow) approach to urbanized areas, and the possible associated risks.
In short, strategies are needed to stop this invasion, and Diego Santi presented the news on regional hunting regulations which are looking in this direction (and which should be introduced within a month). In particular, the possibility of organizing two must be introduced wild boar jokes (one shortly after the opening of the hunting season, the second shortly before its closing) even in protected areas, used by these animals as a refuge for hunters. Hence the need to proceed, in urban areas, with the capture (also studying a method for the management and marketing of the meat from these catches) and then a series of corrective measures, such as the use of a rotation of teams of hunters where the hunting activity proved ineffective.
The audience's comment can be summed up in one sentence: these innovations will certainly be useful, but they are not enough. The counter-proposals were different: from the possibility of creating 4 days of wild boar hunting before the opening of the season (perhaps removing them from the hunting calendar), modifying the hunting calendar itself by anticipating the opening, returning to allow the so-called "hunting in the snow" . Effective ideas? Perhaps, but certainly not applicable, because they go against what is the national law on hunting, and the Region does not have the possibility to intervene on it.
Santi explained that in fact, even in Rome something is moving to change the laws and adapt them to the current reality, but he also stressed that it will not be such a quick process. And that something needs to be done anyway. And another idea is the one proposed by the commander of the forestry Folliero, who invited the municipalities to prepare ordinances for the cleaning of the land, in order to reduce the uncultivated areas where the same wild boars can proliferate.
Here too the proposal, theoretically correct, has raised more than a grumble among those who administer them. In particular for two points, reiterated in several interventions: the ordinances are already made, the fines are raised, but where they are not respected the Municipality can do nothing. Of course, he would have to intervene at his own expense and then get reimbursed by the defaulting owners. But in the face of reimbursements whose collection will take place who knows when, they have to spend money that is increasingly difficult to find.
And then the other aspect, with the taste of mockery: the first garrison of the territory is represented by the farmers, but in the face of the damage of the wild boars and the non-refunds (granted only to those who have the agricultural VAT number, that is very few), they forget everything, they no longer take care of the land, and the wild boars find new spaces and bring new damage. A vicious circle illustrated among others by the mayor of Minucciano Nicola.
Poli, who also invited us to focus not only on the problem of damage to agriculture, but also on the issue of safety, either because of the risks to traffic, or because of the danger of a face-to-face with man: "I had - he underlined - the wild boars in the school garden ”.
