The hopes of Federcaccia Toscana on a probable turning point regarding the role of hunters for the wild boar emergency on the Island of Elba after the discussion between ATC Livorno 10 and the interested parties.
"Having acknowledged ... that the interventions carried out up to now by the Park Authority in the area of competence and those carried out by the Province of Livorno / ATC LI10 in the remaining territory, ... despite having obtained relevant and significant results in terms of animals removed, are in any case not been sufficient to reverse the dynamic of the continuous increase in the wild boar population ... • Law 06.12.1991 n. 394 “framework law on protected areas”;
• Directive 92/43 / EEC of 21 May 1992 relating to the conservation of natural and semi-natural habitats and wild flora and fauna;
• Presidential Decree no. 357 (and subsequent amendments) of 8 September 1997 "Regulation implementing Directive 92/43 / EEC relating to the Conservation of Natural and Seminatural Habitats and of Wild Flora and Fauna", as amended by Presidential Decree no. 120 of 12 March 2003;
• the Regional Law April 6, 2000, n. 56: “Regulations for the conservation and protection of natural and semi-natural habitats, wild flora and fauna and related annexes”, and in particular art. 1, which states that the Region “recognizes and protects biodiversity”, in implementation of Presidential Decree 357/97;
• the Presidential Decree of 22/07/1996 which established the Tuscan Archipelago National Park;
• Regional Law 14/2007 modified by Regional Law 19/10/2011 N.52 “Rules on integrated environmental planning” establishing the Regional Environmental and Energy Plan (PAER);
• the Regional Council Resolution no. 88 of 23/12/2009 concerning “Regional Law 11 April 1995, n. 49 (Regulations on parks, nature reserves and protected natural areas of local interest). Approval of the fifth three-year regional program for protected areas 2009 - 2011 and in particular the contents of paragraph 5.2.1.2;
• the results of the work carried out in the period 2008 - 2011 in implementation of the National Strategy for Biodiversity and of the specific Convention between the Tuscany Region and WWF Italy which based on the contents of art. 3, paragraph 1, letter f) of the aforementioned LR 52/2011 will flow into the same PAER;
• Having seen the document drawn up by the Ministry of the Environment and Protection of the Territory and the Sea in collaboration with the Higher Institute for Environmental Protection and Research - ISPRA “Guidelines for the management of wild boar (Sus scrofa) in protected areas. II edition - Nature conservation notebooks n. 34;
• Given the Resolution of the Tuscan Archipelago National Park n.31 of 15/11/11 with which the document entitled "Measures for the control of wild boar and mouflon populations in the Tuscan Archipelago National Park on the island of Elba was approved "For the next five years (2012-2016).
NOTING that:
- in the territory of the Island of Elba the wild boar populations have reached excessive and continuously increasing numbers for many years;
- this exuberant population is held responsible, in addition to a decrease in local biodiversity, for serious damage to agricultural production, road accidents, damage to forests and that this situation is no longer sustainable by the local population and that the aforementioned problems have reached alarm levels social and real emergency on the whole territory;
- the interventions carried out up to now by the Park Authority in the area of competence and those carried out by the Province of Livorno / ATC LI10 in the remaining territory, also through regional funds, despite having obtained relevant and significant results in terms of animals taken, are in any case not been sufficient to reverse the dynamics of continuous population increase and consequently to substantially mitigate the negative effects mentioned above,
- the situation that has arisen has therefore determined a socio-economic and institutional impact such as to require a joint commitment by all the subjects involved in various capacities in the management of the Elban territory to solve the most urgent problems in a short time and define an intervention strategy in a short time.
GIVEN THAT:
- on the 23rd of February of the year 2012 in Livorno, at the headquarters of the Prefecture, a meeting was held with the representatives of the aforementioned institutions to agree on the initiatives and strategies aimed at containing the wild boar populations on the Island of Elba and to address the issues mentioned above;
- the meeting was attended, in addition to the Regional Councilors for Agriculture and Environment and Energy, the representatives of all the institutions that sign this agreement as well as the Mayors of all the Municipalities of the Island of Elba, the local representatives of the Professional Agricultural Organizations, Hunting Associations and the State Forestry Corps.
- On this occasion, the operational strategies to be implemented by the next summer season were defined with the commitment of all the subjects, each on the basis of their own competence.
AGREE AS FOLLOWS
Art. 1 - Object and characteristics
All the signatories of this agreement undertake, each within the scope of their competences, without prejudice to the definition of a strategy to be implemented in a short time, to collaborate for the reduction and numerical containment of the wild boar population present in the territory of Elba island through the implementation of the following interventions:
1. strengthening of capture structures (manhole covers and cages) inside and outside the Park. The structures will be increased in number and the distribution will be expanded on the territory. The management of the capture structures is entrusted to the Park in the internal areas of the Park and to the ATC LI10 in the external areas;
2. the parties responsible for the implementation of the sampling, PNAT and the Province of Livorno, must ensure that adequate monitoring programs for the capture activities are carried out that take into account the results achieved, in order to ensure maximum effectiveness in the operations and allow adaptation of operational strategies;
3. actions will be promoted for the numerical increase of selection hunters to be used within the PNAT suitably enabled with a simplified procedure, which takes into account the elements inherent to the training present in the document cited in the introduction "Guidelines for the management of Wild boar (Sus scrofa) in protected areas. II edition - Nature conservation notebooks n. 34 "and that guarantees adequate preparation for operators. To this end, hunters' participation in the qualification courses should be promoted;
4. promote the performance of numerical control techniques for wild boar in the areas inside the Park, such as the “endorsement” technique, or “downgraded endorsement until 31 December 2012 or in delimited and circumscribed areas;
5. to promote and increase the implementation of numerical control of wild boar in the territory outside the park, making use of all the opportunities provided for by current legislation;
6. promote adequate prevention of damage to agriculture, in contexts where this is achievable;
7. the Province of Livorno, the Park and the ATC 10 will make the sampling monitoring data available for the purpose of drafting a coordinated management of the species, transmitting the results of the activities to ISPRA and the Tuscany Region every six months / annually. ;
8. the supervisory bodies belonging to the Province of Livorno and the National Park collaborate as far as they are concerned in carrying out the control activities of the species;
9. the subscribing Regional Departments undertake, as far as they are concerned, to facilitate the implementation of the control plans to be adopted on the territory of the Island of Elba, also through any involvement processes (if necessary) of other structures and Departments Regional.
Art. 2 - Implementation and duration
This Agreement has a duration of 2 years starting from the date of its signing. All the contracting parties, through their respective competent structures, promote meetings, at least every six months, and periodic moments of verification to analyze the results obtained.
Art. 3 - Managers
The coordination and monitoring of the performance of the activities envisaged by this agreement is carried out by the managers responsible for the two regional councilors underwriting and by the Director of the Tuscan Archipelago National Park Authority for the area of competence.
Art. 4 - Economic commitment
The Tuscany Region, in the person of the Councilors of Agriculture and Environment and Energy, undertakes to provide a contribution for the optimal implementation of the agreed strategies which is quantified in a total of Euro 30.000,00. The settlement procedures and times in favor of the Province of Livorno and the Tuscan Archipelago National Park will be defined in subsequent regional acts.
