"Better late than never. After several regulatory proposals on my part, to proceed with a reasonable alignment of the contribution percentages to the refreshment by the Management Committees of the damage caused by wild boars, finally the council welcomes and makes my proposals its own. In PDL 230 "Budget settlement" in fact the commissioner Rolfi inserts with the repeal of paragraphs 3 and 3 bis of theart. 5 of Regional Law 19/2017 in fact all my proposals. What I have repeatedly asked for in recent years for reasons of reasonableness is today proposed by the council which up to the last amendment I presented (and which they always rejected) had underestimated the importance of the corrective measure.
But all of this is still not enough. It is absolutely necessary to introduce, as I have already proposed, a maximum ceiling, linked to the real economic capacities of the Committees, to the sums payable by way of economic participation in the compensation for damage from wildlife by ATC and CA. This is for obvious economic reasons: the Management Committees risk default, because the Lombardy Region itself has cut the sums allocated for this purpose over the years and because the farmers themselves do not need economic refreshments, which are, moreover, inadequate and late, for damage caused by fauna but of a real and concrete preventive action.
We reason on the fact that today the economic burden of damage from fauna falls on the Region and the Management Committees and that the containment activities managed by the Provincial Police they are at an all-time low, not to mention bankruptcy. The inefficiency, uselessness and indolence of the provinces cannot be made to pay to farmers, hunters and Lombard citizens. Already with my law oneradication of nutria I had proposed the exclusion of the Provinces from the management of the fauna. The time has come to think about the advisability of evaluating legal actions for compensation for tax damage against the managers of these provincial structures, now ends in themselves ".
