Wilderness (AIW), an Italian association recognized by the Ministry of the Environment with Decree of 28 December 2004 - GU n. 53 - March 5, 2005, launches a new appeal in its press release. “A park to die for!”.
The title is not absurd. The Municipalities that enter a Park are on the way to administrative death, the loss of power over the territory, to condemn themselves (the administrators and their citizens) to perennial requests for authorizations for every trifle concerning their land and natural resources that they derive all their properties from it; a real assignment of powers and rights, which from the Municipalities and their citizens, pass by law to the managing body of the Park and their managers: an act so undemocratic that it is used by few nations in the world to defend Nature, few even in Europe, although the European Union has adopted the method through the so-called SIC, ZPS and SAC (method also endorsed by our politicians!).
Now the CAI of Frosinone and the Regional Councilor to which it refers (also political?) Would like to convince the Municipalities of the Ernici Mountains to cage themselves. Let the interested Municipalities know that if their consent is required to enter a Park, the law no longer provides that they can leave it. Once a Park, a Park forever, according to Italian law! “A park to be reborn”, the newspapers titled; but the Park would give the coup de grace to the Municipalities of the Ernici Mountains! The "pipers Ciociari" supporters of the Park write that there is already a "long series of environmental constraints (...) to which the territory is subjected". So, we ask ourselves, and the interested Municipalities ask themselves: why a Park, if the constraints already exist, however all are imposed? To create armchairs, always well paid, where some of them (among the proponents) then maybe go to sit down? To close the hunt, given that it is the only constraint so far not yet in place? And to achieve this they misinform public opinion, hoping to drag the people behind their fifes, like the rats in the Bremen fable: the administrators should be careful, do not let themselves be enchanted by these interested ciociari pipers, who then will never be able to maintain their promises as the many too many examples scattered around Italy demonstrate, promises made to obtain useless (for Nature) large Parks rather than smaller Parks but more serious (and more democratic!) Parks.
Let the Municipalities know what the aforementioned Ciociari pipers will never tell them, that repentant Municipalities are increasingly in Italy: only between last year and the first months of this 2015, at least three of them have already found the courage to approve the useless resolutions to ask for their exit from Parks they had entered superficially and with the same illusions of development, economy, tourism, public contributions, jobs, positions, etc. (promises never kept!), while the Municipalities and their citizenships have suffered and continue to suffer the constraints, spent useless for the purposes for which the Parks were proposed: the Municipality of Minervino Murge in the Alta Murgia National Park (Puglia), the Municipality of Trevi in Lazio in the Regional Park of the Simbruini Mountains (Lazio) and the Municipality of Ottati in the Cilento-Vallo di Diano National Park (Campania). And others will soon join, because only with political force it will be possible to change the law that establishes "life imprisonment" for municipalities (and their citizens) who enter a park. Among other things, there is recent opposition to a proposed extension of the Regional Park approved by various Piedmontese municipalities around Monviso, the leader among them being that of Bobbio Pellice.
Nature must be protected, and must also be protected by those who own the cadastral property, but it must be protected with democratic measures and possibly also shared by them, and not oppressive, imposed, and immutable if not by the sole will of those who manage the Parks, which have become , by de facto "expropriation", owners of what does not belong to them.
