Wild Boar Hunt: Umbria, proposed amendments to the regulation for wild boar sampling on the regional territory. A minority motion is under discussion. The Region seems to be oriented towards "self-insurance".
On 3 March 2015, Fernanda Cecchini, councilor with responsibility for hunting of the Umbria Region, explained to the members of the Third Commission the proposals to modify the regulation for the wild boar hunting. On the news, next Monday afternoon there will also be a meeting with the hunting associations; the Commission will then decide on the modification. Massimo Buconi, president of the Commission, he is a hunter, has already expressed some observations: “those who have already been awarded must not be rewarded, because they find themselves hunting in areas suited to harvesting; 30 animals killed by teams operating in inaccessible territory could be an indication of efficiency even greater than 300 animals taken from sunflower fields, so it may be necessary to review the evaluation criteria on the work of the teams. Furthermore, it is necessary to clarify the assignments: if they are redesigned and an adjustment of the sectors is made, will this mean that every year everything will have to be redefined? " Finally, Buconi suggested the insertion of a criterion that tends to reduce the number of teams (in Umbria there are 352, including those from outside the region) both for reasons of compatibility with other hunting methods and to have better efficiency.
A minority motion is under discussion. The Region seems to be oriented towards "self-insurance". In the course of the works of the Second Commission of the Regional Council, there was talk of damage from wildlife with the analysis of a motion, presented by some minority advisers, Raffaele Nevi and Maria Rosi (Forza Italia), Sandra Monacelli (Udc) , Massimo Mantovani (mixed - Ncd) and Franco Zaffini (FdI) in which an intervention by the Executive is requested "to put a stop to the very serious problem of damage that wildlife produces not only to farmers, cars and motorcyclists, but also and above all at the coffers of the Umbria Region. “An age-old question - explained Raffaele Nevi - which is far from being resolved”. The steering document had been sent back to the Commission by the Legislative Assembly.
The Umbrian Councilor for Agriculture, Fernanda Cecchini, present at the initiative, communicated the intention of the Region to go towards self-insurance, but also to bring hunting back under a single management roof of the Region, where planning and resources can be prepared. "It is however necessary - he added - to rewrite an agreement between farmers and hunters". For the commissioner Cecchini, “this is a problem that cannot be solved with a simple resolution of the council. The damages concern several subjects and are caused by both huntable and non-huntable species. The Parliamentary Commission for Agricultural Policies, also on a proposal from the Region, is addressing the issue of the multiple damage caused by wolves, which represent a protected species. In the rural development plan precise tools for prevention are foreseen ”.
“The Region - explained Cecchini - has worked a lot with hunting associations and with the ATC (Territorial Hunting Areas) and this has led to a reduction in damage, especially by wild boars. The hope was to make the Atc more adherent to the needs of the moment, but the path was interrupted by the reform concerning the roles of the Provinces. Today we are working to ensure that hunting returns under a single management roof, that is, under the direct responsibility of the Region, which prepares its planning and resources. The Provinces will have the role of supervision and control ".
“We are preparing, continues Councilor Cecchini - a regulation for wild boar hunting which aims, among other things, to increase the responsibility of the hunting teams. For this reason, bonuses will be provided for those who adopt appropriate behavior. A proposal on wildlife damage management is also ready. The modalities foresee an insurance coverage for really serious damages, keeping within the structure the procedures and the control for other damages ".
