Hunting: Chieti, questioning by the councilor D'Amico on the extension, arranged by the Province following the request by the ATC Vastese, for the hunting of the hare.
The Province of Chieti, at the motivated request of the ATC Vastese, pursuant to Chapter B) point 16 of the 2013/2014 hunting calendar, has postponed the hunting activity of the European hare species to 2 October 2013 in the territory of the ATC Vastese. (see Council Resolution No. 235 of 06/09/2013, available in the online section of the Albo Praetorian). This extension involves, pursuant to pt. 16 chapter B) of the hunting calendar, the ban on hunting the European hare, from 15/09/2013 to 02/10/2013, by hunters registered in the ATC Vastese in the AA.TT.CC. regional areas where hunting is allowed from 15/09/2013. Regarding the extension, the leader of the Democratic Party at the Provincial Council of Chieti, Camillo D'Amico, stated in a note, “Scrolling through the contents of the provincial government's resolution no. 235 of 6 September, one would think that in the municipalities falling within the “Vastese” Hunting Territorial Area, hares give birth in this period while elsewhere they abort or are not fertile ”.
Continuing, the councilor added, "This emerges because, in the Vastese area, hunting has been postponed to next October 2, instead of September 15 as provided for by the regional hunting calendar, while in the ATC Chietino - Lancianese there was no same decision . All this despite the territory, from the hunting point of view, is highly homogeneous. The current law allows the ATC Management Committees to make requests for advance and / or postponement of the opening and closing of hunting for certain species of game. Requests must be motivated. "
Continuing D'Amico then attacked, "The Province cannot, and must, passively undergo without adequate investigations and assume the opinion of the Hunting Council which represents the technical and representative body of all stakeholders in the hunting world, agricultural and environmentalist. In the case of the council resolution that postponed the opening of the hare hunt in the Vastese area to 2/10/2013 this did not happen. It is a partial and arbitrary decision that obeys the political logic adopted in recent years by the UDC-led center-right in the province of Chieti of silent and supine obedience to the overbearing wishes of the Chief Executive Officer for hunting, Giovanni Staniscia, who represents the "deus ex machina" from all over the provincial hunting world. "
Finally, the councilor D'Amico concluded, “The province, pursuant to the contents of Regional Law 10/2004, has powers of surveillance, guidance and control in hunting matters that are not subject to subjection and silent obedience. To find out the reasons and reasons for this wicked choice, I presented a timely and specific council question to which I will find an answer in the classroom at the first useful Provincial Council ”.

The undersigned Provincial Councilor
Whereas
- with Council resolution no. 235 of 6/9/2013 the opening of the hare hunt was postponed to 2/10/2013 upon formal request made by the Territorial Hunting Area (ATC) of Vastese;
- pursuant to the contents of the Regional Law 10/2004 and subsequent amendments as well as the hunting calendar 20013/2014, the Provinces have been delegated the possibility of anticipating and / or postponing, for justified reasons, the opening of hunting for specific species of game;
- the reasons given by the ATC Vastese are reasonable and acceptable to postpone the opening of the hare hunt even if not supported by evident and sustainable scientific questions
ACCLARATE that
- the Province in matters of hunting exercises a supervisory, control and guidance function;
- the decision taken by Hon. Provincial Council is strongly and visibly partial in light of the fact that only a part of the territory (ATC Vastese) is interested in postponing the opening of the hare hunt even though it is still highly homogeneous;
- the decision appears to be supine "obedience" to the wishes of third parties which betrays the spirit of the current law and the authority of the governing body;
- the determination was not supported by any technical support from the Provincial Hunting Council;
- the choice made actually extends the hare hunting period by 20 days due to the possibility, granted by the law to hunters, to be able to hunt in both ATCs, upon specific request, in contravention of the main reasons contained in the resolution subject of the postponement of opening in the Vastese area;
because of all this he asks SV I.llma in order to know and know the following:
- for what reason only the request made by ATC Vastese was fulfilled;
- why the same decision was not made also for the ATC Chietino - Lancianese counterpart due to the absolute homogeneity of the territory;
- if it does not consider, even belatedly, to extend the same decision to ATC Chietino - Lancianese.
