In recent days, the president of Cia-Farmers, Dino Scanavino, led to Mipaaft, from the Minister for Agricultural, Food, Forestry and Tourism Policies, Gian Marco Centinaio, the proposals for the modification of law 157/92 on wildlife management. After the presentation in the Chamber and Senate, the radical reform of the Minister Centinaio is now on the table an outdated legislation.
Seven key points elaborated by the CIA to resolve the ungulate emergency, which has caused too much damage to Italian agriculture. Without forgetting the problems affecting the environment and health, in addition to the episodes of traffic accidents more and more frequent and threats to the security of citizens in urban areas. Here are the 7 points in detail:
1-Replace the concept of protection and conservation with that of wildlife management: if in the past the risk of extinction of some species prevailed, today it is necessary to find a balance with the environmental, but also the productive and tourist characteristics of the different territories.
2-Reconstitute at the Presidency of the Council of Ministers the Wildlife hunting technical committee, to which to give the competences today divided into different ministries.
3-Distinguish wildlife management activities from those ofhunting activity, guaranteeing the effective participation of the agricultural world to protect its activities; programming procedures must be simplified and harmonized with the European Directives.
4-Do not delegate wildlife control activities to hunting, but provide for the possibility of to set up auxiliary personnel, adequately prepared and equipped with a hunting license, to be used by the competent authorities in the convention.
5-Strengthen the self-protection of farmers on their land, so that they are authorized to act in self-protection, with ecological methods, preventive interventions or even by killing.
6-Provide full compensation for the damage suffered by farmers caused by animals owned by the State, overcoming the logic of the 'de minimis', with homogeneous procedures and times throughout the territory, with management entrusted to the Regions.
7-Make the hunting chain for safety and public health traceable, starting from the presence of collection centers, stop and processing of suitable and authorized game in all hunting areas.
