These are the first doubts expressed by Cia-Italian Farmers with regard to the Law Decree containing urgent measures to stop the spread of the African swine fever (ASF) in Italy. Article 5, "Financial invariance clause", makes it explicit that the State intends to address the national emergency by unloading all its weight on the coffers of Regions and Municipalities. While the virus it spreads with great speed, the measures of the decree appear to be very not timely.
Despite the emergency, it takes thirty days for the drafting of regional intervention plans for the eradication of ASF in wild boars and at least other twenty to obtain the opinion of Ispra and the National Reference Center for swine fever. With regard to the figure of the extraordinary commissioner - whose appointment is still awaited - the functions assigned are solely for coordination and verification of the correct performance of operations. It also seems paradoxical that ten veterinarians are hired to deal with the emergency, but at the Central management of the Ministry of Health and not on the territory.
