The database of live capture and breeding calls was established following an explicit request by the European Commission and represents one of the two fundamental commitments imposed by the Commission itself in order not to aggravate the Community dispute, as well as the prerequisite for the adoption of measures to authorize catches of 2013 and 2014.
Only thanks to the database was it possible to obtain the favorable opinion of ISPRA. The constitution and population of the database involved a considerable economic and organizational effort which involved, in addition to the Lombardy Region, Provinces, hunting associations, TC / CAC and hunters. As is known, the regional legislation provides that, in order to be able to use the decoys in hunting, it is necessary that they are registered in the database. With decree n. 7454/2014 the procedures for updating the database have been defined, which provide for the possibility for hunters to update their position independently or through delegated subjects (hunting associations, ATC / CAC). Several reports of malfunctioning of the information system have recently been received, which are causing considerable delays in compliance. Following the continuous monitoring carried out in recent days by the Lombardy Region, critical issues related to the operation of the system have indeed emerged, which have caused IT problems, including the blocking of access to the database for users and the excessive slowness of the same due to overload.
The presence of various errors in the data present in the system was also found, presumably due to incorrect entry by the data entry that originally loaded the data, to incorrect compilation of the self-declarations issued by the hunters and to technical problems related to the transfer of the data provided. from the provinces. Given the imminent opening of the hunting season, in order to allow hunters who have provided the information requested in the times and in the manner provided to carry out the activity in compliance with current legislation and, at the same time, to allow the system to fully enter into the its functionalities, it is believed that, exceptionally and temporarily and only if strictly necessary, until 20 October 2014, pending the actual registration of the references in the database, can be considered valid:
• the paper form of self-declaration relating to the census of live calls, received and registered by the province.
• the request to update one's position in the database, received and registered by the hunting association or by the ATC / CAC.
By and no later than 20 October 2014, all live calls owned by hunters, in order to be used in hunting activities, must in any case be registered in the database. In order to facilitate the recording of data as much as possible, the Lombardy Region has activated a user assistance service manned daily, with the opening of an ad hoc mailbox and the strengthening of the call center active from Monday to Friday.
The operating hours of the system have also been extended, including the weekend of 20 and 21 September, at the following times: Saturday 20/09 from 3:00 to 23:30 and Sunday 21/09 from 5:00 to 22: 30. Furthermore, upon request, some operators can be made available for the first week of the hunting season to support associations and ATC / CAC, for data entry. It should be noted that this note responds to the numerous requests received from hunting associations and we kindly ask you to disclose its contents to all interested parties.
