The referendum against hunting in Piedmont is blocked by an amendment to repeal the same regional law on hunting voted in the Regional Council; the objections of the promoting committee, the animal rights activists and the 5 Star Movement were inevitable.
The same Committee promoting the Referendum still hopes for a flaw in the abrogative procedure, stating in a note that "in fact, some formal steps are still needed for the consultation to be put down".
If, on the other hand, the amendment of the Region is successful and the referendum is effectively blocked, the Committee announces a battle with new appeals and demonstrations as well as, most of all, a strict control over what was declared by the governor Roberto Cota regarding the use of the money saved. avoiding the referendum "or if the 22 million saved will go to welfare and Alzheimer's patients".
According to Davide Bono, Parent Company in the Regional Council of the 5 Star Movement, the councilors who approved the amendment would have violated article 294 of the criminal code which states "Anyone who violently, threatens or deceives, wholly or partially prevents the exercise of a political right [..] is punished with imprisonment from one to five years "but at the same time, asserts Bono, Article 122 of the Constitution states" Regional Councilors cannot be called to answer for the opinions expressed and votes data in the exercise of their functions ”therefore the Directors will not be called to answer for them.
Furthermore, Bono says he is certain that the Promoting Committee will ask for the referendum to be called as soon as the new hunting law is promulgated, assuming from today that this law will not have acknowledged the questions proposed, and will ask for civil compensation for damages for the non-summons of the Referendum, which was to be followed up by the decision of the Court of Appeal of Turin in December 2010 through the Commissioner Ad Acta, identified in the person of President Cota himself.
Continuing in his communiqué, Bono defines the choice of the Piedmontese Regional Council useless as, according to him, it does not solve the problem; undemocratic since it would not respect the regional statute and the constitution itself which in article 1 states that "sovereignty belongs to the people"; uneconomic since the expenditure for the referendum would only be postponed.
Finally, Councilor Bono hopes that his bills will be accepted at least for the elimination of the quorum and the possibility of combining referendums with other types of administrative and political voting; moreover, Bono makes it known that he has asked to study the possibility of using electronic voting in order to reduce the costs of future referendums.
