Hunting - Sunday 19 September opening of the hunt: the Government resolves the open questions. The commissioner Stefàno charged with activating an institutional table for the homogeneous application of the new rules.
Hunting, the new rules introduced (after the promulgation of the 2009 Community law, law 157/92 "Rules for the protection of homeothermic wildlife and for hunting" was amended) have not found a homogeneous application in the various Italian regions so far. . Only in part, in fact, was it reflected in the hunting calendars (the Apulian one, for example, is a recognized exception) approved after 10 July, the date of entry into force of the law.
"During the parliamentary phase, unfortunately, - explains the Coordinator of the National Agricultural Policy Commission Dario Stefàno - the necessary concertation was not promoted at the institutional level capable of producing that dialogue between the different social parties involved, which is essential to obtain greater certainty of the law and a consequent better application of regulatory changes ".
"In order to avoid that these limits fall heavily on the Regions - continues the commissioner Stefàno - and to start the search for shared and harmonious application guidelines, which put the Regions in the best conditions to comply with the regulatory changes also on the involvement of a representative of the interested categories, I received the task of activating an ad hoc institutional working group at the Conference of the Regions, ".
At the table, which will be convened shortly, the commissioner Stefàno will invite the various stakeholders, representing agricultural organizations, environmentalists and hunters, together with representatives of ISPRA - which has already produced a technical document on the subject - and of the provincial administrations.
Among the priorities to be addressed immediately, the issue of the application of the exceptions pursuant to art. 9 letter a) of Directive 2009/147 / EC (in the interest of public health and safety; in the interest of aviation safety; to prevent serious damage to crops, livestock, woods, fishing and waters; for protection of flora and fauna).
"To date - concludes the coordinator - we are still waiting for the Government, as provided for in the amendments to the law, to enable the Regions to approve the temporary measures necessary for the exceptions in compliance with the Guidelines, issued with the President of the Republic's Decree on proposal of the Minister of the Environment, in agreement with the Minister of Agriculture, in agreement with the Permanent Conference for relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano ”.
