Federcaccia Umbria denounces the concern of the hunting world for the evident and problematic regulatory inhomogeneity between the various municipalities and their respective local health authorities as regards kennels and shelters for dogs; the Region's commitment to a solution to the problem is urgent.
In these days the agents of the State Forestry Corps, the Provincial Police and other public officials are carrying out regular checks on the kennels and shelters for dogs of private citizens. From the information in the possession of Federcaccia Umbra, these checks seem aimed at ascertaining both the urban planning and sanitation aspects of the structures where the animals are housed. This type of activity is of particular concern in the hunting world, as it is well known that hunters - especially boar hunting teams - have numerous dogs.
A concern that also involves truffle hunters, shepherds and private citizens, and which is all the more justified if you consider that the legislation for proper dog keeping is overabundant both at national and regional level, and uneven from municipality to municipality and from local health authorities. to Asl.
Therefore Federcaccia intended to take charge of the concern of Umbrian hunters, and of all other citizens who keep dogs inside artifacts. To this end, it organized a meeting, at the Federcaccia Perugia headquarters, with the representatives of the wild boar teams of the entire region. Numerous technicians and surveyors took part informally at the meeting, which was very well attended, confirming the confusion that reigns on the subject.
The regional councilor Massimo Buconi, national vice president of Federcaccia, reported on the various regulatory aspects - both of an urban and sanitary nature and, finally, on the rules of animal welfare - and also informed the participants on the fact that the Umbria Region has established a working group to bring order between the various regulatory aspects and define a clear and unambiguous overall standard, which can dictate homogeneous guidelines for the application of laws and regulations throughout the region.
Obviously, Vice-President Buconi has placed particular attention on the need to clarify the legislation also on the correct definitions of "kennel" or "shelter hosting more than 10 dogs". In fact, the generic term "kennel" is not in itself sufficient to collect all the possible cases actually present in the area.
Buconi also highlighted the need for a uniform application of the animal welfare rule with urban planning rules, as the two regulations are not always applicable depending on the municipal regulations.
For the purposes of a correct shelter of the animals, in fact, it would be advisable to have a washable flooring and at least partial coverage of the box, but the building regulations do not always allow these artifacts to be created. Hence the need to clarify the rules better.
The problem can be said in some ways the same as regards shelters for horses, another of those problems that have emerged in the area regarding the request and issue of authorizations.
