Hunting: Basilicata, ANLC, National Free Hunting Association challenges the new regional hunting calendar valid for the 2013/2014 hunting season.
Almost hot, after a short and first reading of the Regional hunting calendar 2013-2014, with the help of some technical / juridical aspects of our wildlife legislative office (of the national headquarters), and from our considerations on the regional territory, it is necessary to contest the drafting of the hunting calendar of the Basilicata Region.
Let's analyze in detail the choices made by the Administration in drafting the Calendar which, in our opinion, may be improper and not exactly impartial:
ANATIDI: it is not clear why the opening to these species is postponed to 2 October, it is true that this indication is recommended by ISPRA, but it is equally true that the state legislation law 157/92 art. 18 and the community indications provided in the KC document say something else, and that the same are widely consolidated by the various rulings of the TARs of other Regions. Let's now pass to "wild quota", the species of anatidae that should be subjected to the quota of the game bags (we repeat it for the umpteenth time) are, as per the note MIPAAF 0008600 of 17/04/2012 and by the ISPRA in the guide to the drafting of calendars, exclusively the Codone, therefore it is not clear, by virtue of which supervening scientific and environmental needs all the species of anatidae are quoted with limits that are nothing short of "ridiculous" (2 daily and 25 annual heads).
TURDIDI: why the Region ignores the possibility of using, for the three turdids, the data referring to the regional reality (position used in other regions and legitimized by the various Regional TARs who have expressed their opinion on the merits). These data would allow the Region to bring the closing date of the hunting to January 31, remaining within the parameters of European dictates (see EU guide paragraph 2.7.10 and birds directive article 7 paragraph 4) and those of article 18 of national law 157/92 as amended by the community law of 2009. In detail: for Sassello there would be no problems, considering the application of the overlapping decade on the indication provided by the KC document, we arrive safely on January 31st.
For Cesena, par. 2.7.10 of the guide to the EU directive, “which allows”, in the absence of specific regional data, the use of alternative data referring to the national situation (widely available). For Bottaccio there is a specific ISPRA recapture table, for southern Italy, which amply justifies the sampling of the species until January 31st. The scientific publication is “ANDREOTTI A., BENDINI L., PIACENTINI D & SPINA F., 1999 - The role of Italy within the Song Thrush Turdus philomelos migratory system ana lysed on the basis of ringing recovery data. Die Wogelwarte, band 40. Hieft 1 - 2. ". It is here on the Turdidae that "wild quota" gives its best, this prescription is not required by anyone and all the scientific indicators give the three species in good condition, IUCN classifies least concern and also Bird - Life (notoriously not really hunting thread) indicates them without problems. The daily / annual limits chosen (15 heads / 50 heads), for species of such wide hunting interest are absolutely absurd, for a hunter the hunting season could be considered concluded in 4 days.
PS the region should then explain to us which of the 3 turdids it intends to limit, given that in the resolution it is generically indicated "Thrush", ... (so in an ironic way, but not really) ... we should think that for Cesena "these limits do not apply since they do not is mentioned ".
COLOMBACCIO: the opening on October 2nd can only be justified if you allow an additional 10 days in February (to respect the maximum time frame as required by law 157/92).
QUAIL AND TAUPE: the region anticipates the closure of these species to October 30, if the thing can be accepted for the Tortora (for objective reasons), it cannot be for the Quail, since the Community and national legislative references make it possible to maintain the temporal limits of withdrawal to those provided for in art. 18 of the national law 157/92, also by virtue of a LIPU study which gives the Quail on the rise in Italy as a breeder and winter visitor; "Some regions have wisely used this study to increase the game bags and hunting periods recommended by ISPRA for this species."
There are also some choices that leave you stunned, the opening to the skylark has been maintained until 15 September, especially for which the international management plan exists., not even respecting the ISPRA indications, while the anatidae opened on 2 October even though the decision to delay the opening was not justified by the KC. Let's not talk about the pre-opening on 4 and 11 September (two Wednesdays) .... any comment is superfluous. Last but not least, the ban on the use of lead ammunition for wild boar hunting, the Region could use the words "preferably with non-toxic ammunition" as done by the Emilia Romagna and Umbria regions (just to mention two who have already drawn up the 2013/2014 calendar).
We will seem repetitive but all these choices appear substantially preconceived with regard to the hunting activity and do not find any justification of a Technical and Legal type, without mentioning the TOTAL LACK OF CONCERTATION with the Hunting Associations. (no invitation, no meeting by the Region), for the preparation of the hunting calendar, as if to mortify the approximately 6.500 Lucanian hunters (and not only, if we also consider colleagues from outside the region).
