The XIII Commission,
given that:
• the scientific literature and the monitoring of the starling population present on the national territory show a good state of health and conservation of the species;
• the starling, a very widespread migratory bird on the national territory, is notoriously a species that causes serious damage to agricultural crops, as recently reported by many provincial and regional administrations;
• the transfer, despite being a species of hunting interest, is currently not huntable by virtue of the non-inclusion in Annex II / 2 of Directive no. 409/79 / EEC for Italy;
• the current community and national legislation on sampling notwithstanding the aforementioned directive is not suitable for regulating hunting sampling aimed at reducing damage to crops;
• the Conference of Regions and Autonomous Provinces, on 20 December 2007, unanimously approved an agenda to this effect,
commits the Government
• to take action as soon as possible at the European Commission for the reintegration of the starling (sturnus vulgaris) in the list of huntable species.
