HUNT - ANLC: TECHNICAL TABLE… MISSION FAILED.
If the project of the Councilor Dario Stefano, delegated by the President of the State-Regions Conference, who had announced in 2010 "the desire to start a serious confrontation between the various stakeholders on hunting" was actually inspired by the "no longer postponable need for a rational and more careful reading of Community Regulations, in order to guarantee a univocal interpretation of the law for the rapid drafting of regional hunting calendars ”, today we can say with disappointment that the project has failed.
There are too many cultural distances that separate us from the radical environmentalists, the opposing interests of the category are evident to sign a memorandum of understanding to be transferred to the State-Regions Conference. Dario Stefano's task will be hard, very hard at this point, who could not (we hope) certainly hope for a Free Hunting so submissive that he would passively accept to discuss at the Technical Table only and exclusively the traces of the document devoid of "technical" notions elaborated by the Stakeholders of Legambiente-Coldiretti-Arcicaccia and Fare Verde.
We have never liked the "take it or leave it" because of an intellectual setting, the provocative impositions on the order of business even less so, because the Table (which they wanted to be biased in favor of a single component) should have had as a guiding thread, by definition institutional , the "Hunting Technique" and not the only respectful observance of the Guidelines drawn up by an Institute that has not yet shown us how and with which "technical" studies it has drawn its questionable "scientific" conclusions to further penalize our category.
However, we did not like the very serious sentence of a well-known hunting exponent who candidly stated "... in order to spend a summer in the name of tranquility, we are willing to give up species and compressions of some time span".
The task dictated to the Political Table (because this is the brutal definition to be given to the project) by Procacci-Ciarafoni-Morabito § c. should not have had alternatives: to mediate downwards on the reduction of hunting times for some species (at the suggestion of ISPRA) and to delete with a stroke of pen (the same perhaps used for the writing of the Ornis document nostrano and the consequent KC) from the list of those huntable species defined SPEC 2 and SPEC 3, as dictated by environmentalists.
At that point we should have stood up and left the table, withdrawing from the discussion the 36-page "technical" document drawn up and deposited, for which we felt we were given the flattering title of Integralist Association.
We did not do it, perhaps wrongly, perhaps by being too educated, because of the deep respect we have for hunters and the institutions that the Table has assembled.
No mediation, no surrender to the threats of appeals, appeals and hypothetical infringement procedures against hunting calendars "not normalized" to the ISPRA Guidelines, which the radical environmentalist components continue to define as current and unassailable.
Our Association is firmly anchored to the exhaustive technical documentation produced, which includes Italy, like Greece, Cyprus, Malta, France, Spain and Portugal, in the countries of the Mediterranean Basin affected by the migratory bird routes of the Western Palearctic. .
Now the ball passes by right to the President Vasco Errani and the Coordinator Dario Stefano, who will have to assemble a summary of the meetings of the Technical Table for the drafting of a hypothetical Memorandum of Understanding to be submitted to the State-Regions Conference and we will verify in that case which and how many Regional Hunting Councilors will be willing to propose further compressions to the hunting calendars, in line with the ISPRA-Legambiente-Coldiretti-Arcicaccia and Fare Verde theorem.
FACE, on the other hand, immediately has the task of combining efforts and collections of technical data, for the drafting of a unitary, balanced document, in line with the studies of the countries of the Mediterranean Basin to be delivered to the competent Ministries, for the necessary modification of the KCs. and close the game with an institute that is not very inclined to confrontation.
The preparation by the Ministry of Agricultural Policies of a TECHNICAL table for reflection on Italian KC (25 May last), an organism that worries the LIPU not a little, is freshly established on the subject, again taking the field with the heartfelt appeal to the " no need for revision of ISPRA data and its Guidelines ".
