The joint session of the council commissions took place yesterday 1 (Institutional affairs, participation and safety) 3 (Territorial planning) 4 (Environment, parks, coast) to discuss the petition "Request relating to the plan for the protection of fishing huts and hunting". Committees 3 and 4 then examined the observations received on the Regulation of fishing and hunting huts adopted by the municipal council on February 17, 2013. Numerous shed owners were present at the meetings. «The fishing and hunting huts are part of the history, landscape and culture of Ravenna. The huts are part of the daily life of thousands of Ravenna families. It is a “sensitive matter” »- declares the Mayor of Ravenna Fabrizio Matteucci. «In general - continues Matteucci - politicians in the face of sensitive and very complicated matters to be regulated like this, if they can, stand with their hands in their hands. We could, but we decided the path of responsibility. Our valleys, our natural environments are of extraordinary beauty. The presence, for me indispensable, of the huts expresses their human tradition and is a living testimony of the history of Ravenna, from the oldest to the most recent.
It is for these reasons that we have decided to adopt a new regulation with the little courage that requires taking responsibility. This regulation has, in our intentions, a first objective: that of an ever greater compatibility between the environment and the presence of man. Compatibility measured with the meter of 2014 and years to come. It means cleaning up our valleys and rivers of all incompatible materials. It means offering the "shed owners" certainty about the regularity of their sheds and concessions, in order to then be able to proceed with the necessary interventions for redevelopment ». The Mayor then explains: «The draft regulation has been criticized by two opposite sides: because it is too“ fiscal ”or because, on the contrary, too much“ amnesty ”style.
The lines of the regulation, which have as an integral part the responsibility of the "sheds", were also appreciated by Dr. Benini who on Wednesday presented the contents of the petition in front of a large and rightly very interested public. The discussion on Wednesday afternoon on the petition gave way to deepen the very complex issue on the possible recovery of the huts. Already the current draft regulation seeks to keep in place all the huts that in some way prove to have a "title" legitimizing their existence: building permit and / or valid deed of hydraulic concession or use of the area issued by Competent public bodies, on the pertinent areas, as of 26.02.1991.
It is my opinion that the discussion in the joint commissions, which have the task of examining the observations to the regulation adopted, identifies a solution to allow the so-called "historical" huts to be kept in place, capable of demonstrating their presence before the building constraints or landscaping implemented by building laws. In short, we will try to treasure, within a framework of legal legitimacy, the beautiful debate on Wednesday.
I conclude by saying that we will try to do well, but also to do soon. It is possible and, in my opinion, necessary to make further analyzes and comparisons without making it necessary to postpone the approval of the new regulation. Do it quickly to be able to finally make protagonists of the defense, enhancement and redevelopment of these environments of inestimable beauty, together with the Municipality, the sheds and all the citizens who frequent, respect, love and want to improve our natural treasures ".
