The draft legislative decree implementing directive 2017/853 / EC, which amends directive 91/477 / EEC relating to control of the acquisition and possession of weapons, has been approved by the Government in recent days and has been sent for the usual opinion to the Chambers, which are about to discuss it. The representatives of the sector (ANPAM, ANPP, Arcicaccia, Assoarmieri, Committee D - 477, CONARMI, FENAVERI, FIDASC, FITAV, FITDS) hope that in the consultative process they will be highlighted and eliminated the criticalities of a text which, if it were issued without changes, would put operators and users into serious difficulties.
In particular we believe that Italian citizens and businesses must not be discriminated against through the imposition of more restrictive rules than those contained in the directive and implemented in other countries of the Union or unnecessarily complicated, for example with reference to the definition of ammunition, the limit of shots of magazines, the purchase of weapons through distance contract, the limitations on the number of cartridges purchased, the calibers that can be held, the possession of sporting weapons.
Also the planned information to cohabiting family members for the obtaining a firearms license o the purchase of a weapon, the excessive discretion granted to the organs of the PS regarding custody measures and greater clarity regarding the issue of the necessary health certificates, are aspects of the decree that will be followed closely. Furthermore, the implementation of European Union rules must be conducted with appropriateness and common sense, for example providing that also weapons whose possession is reserved for sport shooters can be collected, establishing a correct regulation of the weapons held in the collection, and making simplifications that do not reduce the level of safety but result in lower obligations and costs for Administrations, citizens and businesses.
We are sure that the requests of users and economic and sports operators will be correctly taken into consideration by the parliamentary bodies, which will not fail in their role of guarantee for the citizens.
