After Regional Law 19 of 2017 with which the principles for hunting management were introduced and the control of wild boar in Lombardy, and after the adoption of zoning in suitable and unsuitable areas for the presence of the suide, here is finally the regulation that governs in practice the censuses, the preparation of sampling and control plans, forms of hunting and forms of control.
We remind you that according to what was decided by the Lombardy Region (not without controversy by all the hunting associations) where the presence of wild boar is considered tolerable the same can be hunted, turned and selected; where, on the other hand, the wild boar must be eradicated, only selection hunting and extra-venatorial control will be allowed (only feasible in the forms of selective collection and turn, or with capture systems). Already when the zoning was presented it was pointed out that in many areas deemed "unsuitable" the eradication of the wild boar without the help of hounds and hunted dogs, even if only in limited forms, will make the task difficult.
Likewise when the draft regulation was presented two weeks ago Federcaccia proposed ten modifications to improve the organization of the hunts (in the original text it was foreseen the drafting of the hunt / hunt registers at least 12 hours before and the hospitality of hunters not enrolled in the team was not allowed, as far as they were qualified), to clarify the duties of the foreman (in the original text it was the foreman's responsibility to affix each band before each movement of the killed animal), to allow the removal of the fox during the wild boar hunt, and above all to favor the containment of the wild boar. Unfortunately of the ten suggestions proposed two considered essential for the containment of the wild boar were not accepted. It was asked that among the forms of extravenatory control there was the possibility of resorting to reduced hunts (with the use of three / five dogs) in order to find the wild boar even in the most inaccessible areas in the mountains and that, in the case of the it was not mandatory to use a limiere dog with ENCI qualification (also for the simple fact that in Lombardy of ENCI certified limieri we don't even know if they exist).
As repeatedly remarked by Federcaccia we fear that the lines dictated, actually suggested by ISPRA, will not help much in the containment of the wild boar: on closer inspection, the demographic explosion of the wild boar in Italy began in the early 2000s, strangely in conjunction with the application of the first ISPRA guidelines (2003). And it is known that ISPRA wants to reduce the shape of the hunt to a minimum, although it is the one that today gives the greatest results in terms of containment. On this question, the silence of the Agricultural Associations escapes us sincerely: we would almost believe that the objective was not so much the reduction of damages, but the increase in compensation. Compensation that is likely to increase considerably, and for which since last year the share paid to hunters (through ATC and CAC) is 30%: honestly, however, it seems paradoxical that it was decided by a part of prevent hunters from using the most effective form of collection and containment (the hunt) precisely where the wild boar is to be eradicated (or eliminated) reduced to a minimum and on the other hand it is increased to increase the share of damage pertaining to them from 10% to 30%. As if to say "dear hunters, you can go to wild boars with a sling, but be careful: if you don't kill enough wild boars, you will pay for the damage".
I want to clarify that in Lombardy there are limieri dogs authorized by the Enci, in the CAC of the Larian peninsula there are 4 teams of hunters dedicated to the turn, of which 2 of these are registered with my hunting association, which coincidentally the last hunting season, a team with 15 registered hunters and only one limiere dog (Enci qualified), killed 49 wild boars. both men and dogs.
