In Basilicata a bill is proposed to protect the rights of Lucanian hunters harmed by the excessive presence of "foreign" hunters who often turn out to be poachers or hunt without taking into account the regulations in force.
The legislative initiative was presented by the regional councilors Robortella and Singetta with the name "Amendments and additions to the Regional Law n.2 of 9/01/1995" Rules for the protection of homeothermic wildlife and for hunting "".
In fact, the new law proposes, “on the basis of the problems encountered by lovers of the sport of hunting, of make some changes, as well as integrate the Regional Law n.2 / 95, the so-called Framework Law on hunting, which governs the scope of protection of homeothermic wildlife and dictates the rules for hunting, in order to make it more adherent to the needs of hunters, always respecting the environment ".
The two councilors are keen to specify that they are far "far from wanting to" overturn "the pre-existing legislation, it is intended only to make changes through the provision of the addition of six new paragraphs to article 23 of Regional Law 2/95, or recognition of the public and non-profit nature of the Territorial Areas of Hunting, competence of the Province to determine the number of hunters admitted in each Territorial Hunting Area, competence of the Province to fix the participation quotas for hunters, as well as recognition of the power of control, supervision and revision of the Province ".
Add Singetta and Robortella, "This bill also aims to protect the rights of Lucanian hunters that, more and more often, are harmed by the excessive presence, in our Region, of hunters from other realities who, often using non-regulatory cards, cause damage to huntable animals and, sometimes, to sedentary species, thus violating all legal requirements ".
The two proposing councilors continue explaining, "Therefore, guaranteeing the rights of hunters, respecting the correct sporting practice, protecting the territory and animal species, especially through the provision of greater powers of control and supervision to the Provinces by limiting the indiscriminate hunting exercise of hunters from outside the region, recognizing to the same articulated accesses of monthly, weekly or daily hunting hospitality.
Finally Singetta and Robortella conclude "Hunting has always represented an important “piece” for the environmental and faunal balance: the urgent need is that of a serious regulation capable of avoiding an exaggerated hunting pressure and of fighting speculation and indiscriminate collection ".
