La Lazio region has finally approved, with extreme delay, the disciplinary on contiguous areas. Let's hope it's the last time and, from next year, the Region will arrive at the opening of the hunting season with this important provision already approved; as regularly happens in the other Regions. For the hunting season 2021/2022, in the Contiguous Area of the Lazio side of National Park of Abruzzo, Lazio and Molise, referred to in the Resolution of the Regional Council of 20 April 2021 n. 209 containing: “Determination of the boundaries of the Contiguous Area of the National Park, of Abruzzo, Lazio and Molise pursuant to art. 32 of the law 6 December 1991, n. 394 ", hunting is allowed in the form of controlled hunting reserved only for resident hunters of the Municipalities of the Lazio side of the Abruzzo, Lazio and Molise National Park and the related Contiguous Area in compliance with a hunting load of 1 hunter for 40 hectares.
1. Pending the definition of hunting discipline measures, pursuant to paragraph 1 of art. 32 of Law 394/91, in order to guarantee the protection of the Apennine chamois and the Marsican brown bear, and to ensure continuity in the management of the territory that falls on the Lazio side of theContiguous Area of the National Park of Abruzzo, Lazio and Molise, for the current season, the forecasts for the discipline of the hunting exercise consolidated in the previous hunting seasons are maintained, including the subdivision into the following Sub-areas:
- Subarea A, which, according to what established in the memorandum of understanding for the protection of the Marsican bear signed by the Province of Frosinone and by the National Park Authority of Abruzzo, Lazio and Molise on December 22, 2005, covers a total area of approximately
2.000 hectares, on the border with the territory of National Park of Abruzzo, Lazio and Molise;
- Subarea B, which affects the entire remaining surface.
2. In Subarea A, which is identified on a cartographic basis CTR 1: 10.000 provided by the Regional Administration using the SIRA and which has been appropriately tabulated by the Provincial Administration of Frosinone with the assistance of the PNALM staff, any form of hunting exercise. The Regional Directorate for Natural Capital, Parks and Protected Areas will make a copy of said cartography available to associations or individual citizens who request it.
In Sub-area B, hunting is permitted in the form of controlled hunting, reserved only for resident hunters of the Municipalities of the Lazio side of the Abruzzo, Lazio and Molise National Park and the related Contiguous Area in compliance with a hunting load. of 1 hunter for 40 hectares.
3. Sub-area B is divided into:
- privately managed hunting area (Wildlife hunting companies, pursuant to article 32, paragraph 1, letter a) of Regional Law no. 17/1995), where hunting is allowed by the concessionaire only to resident hunters of the Municipalities of the Lazio side of the Park
National of Abruzzo, Lazio and Molise and the related Contiguous Area in compliance with a hunting load of 1 hunter for 40 hectares;
- territory with programmed hunting management within the competence of the Territorial Hunting Area (ATC) FR1 (falling within the Municipality of Alvito) where the exercise of hunting is allowed only to resident hunters of the Municipalities of the Lazio side of the National Park
of Abruzzo, Lazio and Molise and the related Contiguous Area, provided they are registered with the relevant ATC, in compliance with a hunting load of 1 hunter for 40 hectares.
4. The Boar hunting (Sus scrofa) in the Contiguous Area of the Lazio side of the National Park of Abruzzo, Lazio and Molise, it is only allowed in the period from 1 November 2021 to 31 January 2022 on Wednesdays, Saturdays and Sundays, according to the times indicated
in the regional disciplinary, except as provided in point 5 below 5. In the territories of the Lazio Region included in the Special Protection Area classified as SPA IT7120132 and called "National Park of Abruzzo, Lazio and Molise and neighboring areas",
and falling within the Contiguous Area of the Lazio side of the National Park of Abruzzo, Lazio and Molise, for the hunting season 2021/2022 it is also forbidden:
• to practice hunting wild boar in braccata and consequent exclusive use of the turn and shooting from stalking as wild boar hunting techniques;
• to carry out hunting activities in January 2022, with the exception of the selection hunt for ungulates and wild boar and that from stalking for two days a week set, for the SPAs, by the hunting calendar for the 2021/2022 season;
• exercise the hunting activity in derogation pursuant to art. 9, paragraph 1, of Council Directive 2009/147 / EC of 30 November 2009;
• carry out wildlife restocking for hunting purposes, with the exception of those carried out in hunting farms and those carried out with wild fauna coming from repopulation and capture areas insistent on the same territory.
6. Pending a regulation for the hunting management of sedentary species within the Contiguous Area of the Lazio side of the Abruzzo, Lazio and Molise National Park which provides for the establishment of specific management districts, on ISPRA's suggestion the number of auxiliaries used during the hunting action is limited (both in the territory for planned hunting, and for the part falling under the responsibility of the wildlife-hunting companies) as follows:
- maximum two following dogs per hunting crew for the European hare and the fox;
- ban on hunting the Fox in a team with following dogs;
- maximum 2 pointing dogs or hunting dogs for hunting Woodcock, Pheasant, Quail and Gray Partridge.
7. The boundaries of the Contiguous Area of the Lazio side of the National Park of Abruzzo, Lazio and Molise are determined, pursuant to article 32 of law no. 6, as represented in the cartographic elaboration (Annex A) attached and integral part of the aforementioned DGR n. 1991/394 published in the Official Bulletin of the Lazio Region n. 209 of 2021/41/27.
8. The management body of the Territorial Hunting Area (ATC)FR1, will manage the sampling plans and programs and regulate, with the criterion of daily mobility, the number of admissible hunters, transmitting, with at least two days of
advance, to the Decentralized Agriculture Area of Southern Lazio and to the National Park Authority of Abruzzo, Lazio and Molise, the monthly list of those admitted.
9. Before the opening of the hunting season l'' Lazio South Decentralized Agriculture Area, after consulting the Abruzzo, Lazio and Molise National Park Authority, will define, in the Contiguous Area of the Lazio side of the Abruzzo, Lazio and Molise National Park, the methods for collecting data
and information on the wild boar population (Sus Scrofa), including through the killing reports.
10. Although not expressly provided for in this decree, the provisions of Law no. 157/92, to LR n. 17/95 and their subsequent amendments, to the DCR n. 450/98 and subsequent amendments and additions, to DGR n. 612/2011 and the hunting calendar and regulations for the 2021/2022 hunting season.
11. The control over compliance of the provisions in force in the Contiguous Area of the Lazio side of the National Park of Abruzzo, Lazio and Molise, is entrusted to the bodies provided for by current legislation.
