Approved today in Regional Council of the Piemonte some variations on the subject of hunting, in the session chaired by Stefano Allasia. As part of the Omnibus vote, connected to the Piedmont Division, the Regional Council in fact voted by a majority the third part of the provision, which concerns agriculture and hunting, one of the arguments that had blocked the proceedings in the Chamber. The political synthesis was found with the approval - again by majority - of amendment 5741 to article 16, which excludes 8 huntable species than those initially envisaged. Specifically, it is a shoveler, water rail, whisk, lapwing, fighter, pochard, blackbird, variable hare.
The opposition withdrew dozens of amendments in order to be able to continue with the vote. Article 17, which concerns compensation, was amended providing for the involvement of the provinces and the Metropolitan City of Turin as well precisely in the discipline relating to compensation for damage produced by wildlife, since they are responsible for the harmful events that occur within the areas of their relevance (oases, protection areas, repopulation and capture areas). The new text, in article 18, provides that "The owner or tenant of a fund that intends to prohibit the exercise of hunting on it submits, within thirty days from the publication of the regional wildlife-hunting plan, to the President of the Province and the Mayor of the Metropolitan City of Turin and, for information to the ATC (hunting area) or CA (Alpine area) of competence, a reasoned request ".
"The Regional Council - continues the article - establishes the criteria and methods for exercising this prohibition, including the affixing, by the owner or tenant of the land where the hunting ban, of tax-free tables, which clearly and visibly delimit the perimeter of the area concerned ". In article 20, then, it is established that "The Region, also in order to create a close link between hunters and the territory to encourage their commitment to management and protection of wildlife and environmental assets, adequately determines the spatial and faunal dimensions of the individual hunting areas. The hunter resident in Piedmont fixes his hunting residence in the Atc or Ca where he collects his regional hunting card. Further admissions are permitted, subject to the consent of the respective management bodies, in compliance with the total number of eligible hunters.
The sampling of the typical alpine fauna is however limited only to the Ca of hunting residence ". Furthermore, in article 22, “for the selection hunting of ungulates and in particular the wild boar species (…) the Regional Council, after consulting Ispra, can regulate their collection”. With amendment 4, it was established that "Hunting is allowed from one hour before sunrise until sunset. Selection hunting for ungulates is allowed up to one hour after sunset. " As regards hunters resident in other regions or abroad, "no more than 10 percent of eligible hunters for each ATC and 5 percent of those eligible for each approx; the percentages can be modified, at the request of the management committees, by the regional government ", establishes article 23. With amendment 2 to this article, it was also decided to increase to 60 months (equating it to the firearms license) the validity of the proof of participation certificate issued by a national target shooting section or a private shooting range authorized with a public security license ".
Another amendment of the council approved, then sanctioned that "Temporary hunters, in compliance with the criteria set by the regional council, are not bound to one of the forms of hunting exclusively". Finally, the 24 states that "The Regional Council may prohibit or reduce the hunting of certain species of wildlife for pre-established periods, for important and justified reasons connected to the consistency of fauna or due to particular environmental, seasonal or climatic conditions or for diseases or other disasters. ". Amendment 35 to this article imposes the obligation, for safety reasons, to wear suspenders or clothing with high visibility color inserts also to subjects engaged in wildlife control activities and not only to hunters. Finally, amendment 3 signed by Claudio Leone (Lega) allows Sunday hunting on the last two Sundays of September. As stated in the motivation, “the proposed modification originates from the need to allow hunting from the third Sunday of September as foreseen by the l. 157/1992 ″ (Turin Oggthe).
