UMBRIA: HUNTING, THE REGIONAL COUNCIL PREADS THE 2011-2012 CALENDAR. ALL THE TEXT OF THE PROPOSAL
“A general opening to all permitted species, including wild boar, on 18 September and no pre-opening for migration, but without losing hunting days. The closing of the season is in fact fixed for the end of January and for the combaccio species, corvids and some aquatic species on February 10 ": thus summarizes the regional councilor for hunting, Fernanda Cecchini, the main novelties of the Umbrian hunting calendar proposal for the 2011-2012 season. The document, pre-adopted today by the regional government, was sent to the Third Council Commission and to the Higher Institute for Environmental Protection and Research (ISPRA) for its opinion.
"The Calendar proposal - added Cecchini - represents a synthesis of common sense, the result of the positive work of consultation and sharing initiated for some time by the regional councilor with the various articulations of the hunting world and with the Wildlife Hunting Council, within among other things, the adjustments required by the amendments introduced in law 157/92 by the 2009 community law were examined in depth, in particular as regards the opening and closing dates of the hunting of avifauna species. The document pre-adopted today - he concluded - aims to harmonize the indications contained in the guidelines of the ISPRA and in the technical documents presented during the meetings by the hunting associations, especially as regards the respect of the times foreseen for the hunting 'art. 18 of the national law ".

THE VENATORY EXERCISE IS ALLOWED WITH THE FOLLOWING METHODS:
A) HUNTABLE SPECIES AND PERIODS.
1) from 18 September to 31 December 2011 to the following species: TAUPE - BLACKBIRD - LALD - QUAIL - STARNA - PHAGIAN - RED PARTRIDGE - SILVILAGO - WILD RABBIT;
2) from 18 September 2011 to 30 January 2012 to the following species: GERMANO REALE - MARZAIOLA - ALZAVOLA - SNAKE - SNIPE - CANAPIGLIA - CESENA - CODONE - FOLAGA - WHISKER - SHOVEL - MORETTA - MORIGLIONE - PAVONCELLA - BOTTACCIO THRUSH - STONE THRUSH - FOX ;
3) from 1 October 2011 to 9 February 2012: COLOMBACCIO - WHISTLE - GRAY CORNACCHIA - GHIANDAIA - GAZZA - PORCIGLIONE - WATER HEN;
4) from 18 September to 11 December 2011 to the species: HARE;
5) September 18th, September 25th and October 2nd and from October 08th to December 31st 2011 to the BOAR species in the allowed forms; the Provinces may postpone the start date of the hunting exercise for wild boar species, in compliance with the time span referred to in article 18, paragraphs 1 and 2 of Law no. 157/1992; the driven BOAR hunt is allowed only on Thursdays, Saturdays and Sundays.
6) The provincial administrations can authorize, in the manner provided for by the regional regulation no. 27, the selection hunt for DEER - ROE - DEER and MUFLON species, in specific areas, with sufficient consistency, from 1999 August to 23 October 1 and from 31 January to 2011 February 1, in an articulated way for each sex class and age of the species considered; the collection is allowed for five days a week, without prejudice to the hunting silence on Tuesdays and Fridays; the sampling can also take place in the case of ground covered by snow.
7) in hunting farms, the collection of permitted species, with the exception of ungulates whose periods are indicated in the previous points 5 and 6, however, carried out in compliance with the collection plans authorized by the provincial administrations, begins on 18 September 2011 and ends on 31 December 2011, with the exception of the PHAGIANO, FOX, GERMANO REALE, COLOMBACCIO species which can be taken until January 30, 2012. In agri-hunting tourism farms, the collection of permitted species begins on September 18, 2011 and ends on January 30, 2012.
B) PROHIBITIONS.
1) It is forbidden to leave shells or other waste during the hunting activity; the same must be recovered before moving from the hunting site;
2) It is forbidden to prepare temporary stalking by cutting fruit plants or in any case of economic interest, or by using parts of plants belonging to the protected spontaneous flora.
3) Hunting is prohibited, for ten years, in wooded areas affected by fires, pursuant to paragraph 1 of art. 10 of 21 November 2000, concerning forest fires. The municipalities take care of the census and the drawing up of the lists and the relative perimeter of the wooded areas covered by fires in the last five years.
4) In the territory intended for scheduled hunting, in the period between January 1st and February 9th 2012, hunting is allowed only from fixed or temporary stalking with or without the aid of the dog.
In the period 1 January - 30 January 2012 for the woodcock and aquatic animals referred to in point 2 letter A) and in the period 1 January - 9 February 2012, for the wigeon, moorhen and water rail species, hunting in wandering form, with or without the help of the dog, it is allowed inside wooded areas and near water bodies in the absence of ice. The use of the following and burrowing dog is limitedly allowed for the hunting of the driven fox, subject to the authorization of the ATC and for the hunts to the wild boar referred to in letter A point 5.
5) For the 2011/2012 hunting season it is forbidden to hunt partridge in the territories delimited by the following borders:

GUBBIO AREA
Regional border from the Certano River (SP201) southwards up to SR452 Contessa; SR452 up to C. Montalbano junction; Strada C. Montalbano, Fosso della Gangana, west and south border AATV La Cima, C. il Poggetto, Troppola Bassa; SR298 up to the junction for Fugnano; Road to Fugnano up to Fosso Valdile; Fosso Valdile up to the confluence with the Chiascio River; Chiascio River up to C. C) DAYS OF THE HUNT.
In September, hunting is allowed on the following days: Sunday 18, Wednesday 21, Saturday 24, Sunday 25, Wednesday 28; for the remaining hunting season, hunting is allowed three days a week at the hunter's choice, without prejudice to the hunting silence on Tuesdays and Fridays.
In the period between 1 October and 30 November 2011, hunting for stalking migratory game throughout the region is allowed for 2 additional days a week with the exception of Tuesdays and Fridays; in this period the hunter must write down the 2 additional days on the card by ticking only the appropriate corresponding box, indicated by the words: migratory additional days (1 Oct. - 30 Nov.), without prejudice to the limitation to three days for wandering hunting weekly.
D) VENATORY DAY.
Hunting is allowed according to the times specified below:
• from 18 September to 30 September from 6,20 to 19,15;
• from 1 October to 15 October from 6,30 to 18,45;
• from 16 October to 30 October from 6,45 to 18,30;
• from October 31st to November 15th from 6,00 am to 17,15 pm (solar time);
• from November 16th to November 30th from 6,15 am to 17,00 pm;
• from 1st December to 15th December from 6,30 am to 16,45 pm;
• from December 16th to December 31st from 6,45 am to 16,45 pm
• from January 1st to January 15th from 6,45 am to 17,15 pm;
• from January 16 to January 31 from 6,30 to 17,30;
• from 1 to 9 February from 6,15 to 17,35;
Exceptions are:
o selection hunting for ungulates is allowed up to one hour after sunset;
o Woodcock hunting starts one hour after the above times;
E) GAME BAG
For each hunting day, each license holder is allowed to shoot the following game:
1) PHANIAN - STARNA - RED PARTRIDGE - COMMON HARE - WILD RABBIT: two heads in total, of which only one HARE and one STARNA;
2) QUAIL: 5 items and 25 items per hunting season;
3) THRUSH - MERLO - CESENA: 20 heads in total;
4) ALLODOLA: 10 animals and 50 animals per hunting season;
5) ELEVATOR - CANAPIGLIA - TAIL - WHISTLE - GERMANO REALE - MARZAIOLA - SHOVEL - MORETTA - MORIGLIONE - FOLAGA - WATER HEN - PORCIGLIONE - SNIPER - WHISKER - PAVONCELLA - COLOMBACCIO: 10 heads in total;
6) WOODCOCK: 3 heads; in January 2 heads;
7) TAUPE: 5 items and 25 items per hunting season.
The maximum total number of migratory game heads that are allowed to be killed daily is 20 units.
F) STATIONS.
The fixed and temporary hunting positions referred to in articles 24, 25 and 26 of the regional law no. 17, are governed as follows:
1) The fixed posts cannot be installed at a distance of less than mt. 400 from the borders of the following territorial areas:
• Protection oasis;
• Restocking and capture areas;
• Public and private wildlife breeding centers.
A fixed post cannot be installed less than mt. 200 from another fixed stake.
A fixed post at the Colombaccio cannot be installed at a distance of less than mt. 500 from another fixed position at Colombaccio. The fixed posts at the Colombaccio can have even more than one shed as long as they are all within a radius of mt. 50 from the main shed. The distance between two ambushes at the Colombaccio is measured from the main shed. If the need arises, the owner or the grantor of the fixed posting can circumscribe the pertinent area with tables.
2) Temporary hunting stalks cannot be installed at a distance of less than mt. 200 from fixed positions and less than mt. 100 from the borders of the Protection Oases, of the Restocking and Capture Zones and of the public and private centers for the reproduction of wildlife or other temporary stalking. If the need arises, the owner or the grantor of the fixed posting can circumscribe the pertinent area with tables.
3) In fixed and temporary stalking it is forbidden to hunt the following game species: HARE, PHAGIAN, STARNA, RED PARTRIDGE, SNAKE and SNAKE.
4) In each position, both fixed and temporary, with the exception of those for the Pigeon and Aquatic hunts, the hunt cannot be carried out by more than two people at the same time.
5) In fixed stalking the use of live decoys is allowed up to a maximum of 40 catch units and 40 breeding units; in temporary stalking this limit is 10 capture units and 10 breeding units. It is forbidden to use or possess, during the exercise of the hunt, blinded or mutilated live calls and acoustic signals with mechanical, electromechanical or electromagnetic operation with or without sound amplification.
6) At the end of the hunting activity the hunter has the obligation to remove the residues deriving from the hunting exercise and, in the arable land, he has the obligation to remove all the materials used for setting up the stake. When setting up the stakeout, it is allowed to attach dry plant material to the shooting range.
7) Barrel hunting is prohibited.
It is absolutely forbidden to mark in any way and by any means the place where the temporary posting will be set up.
G) DISCIPLINE OF HUNTING IN MOUNTAIN PASSES AND IN SPECIAL PROTECTION AREAS.
Any type of hunting activity is forbidden less than mt. 1.000 from the mountain passes indicated in the list at the bottom of this hunting calendar.
In Special Protection Areas (SPAs) not falling within protected areas:
- dog training is prohibited;
- in the month of January, hunting is allowed in a wandering form, with the exception of hunting ungulates, only on Thursdays and Sundays;
- in the months of January, hunting is allowed from a fixed position for two days a week to be chosen between Thursday, Saturday and Sunday;
- in natural and artificial wetlands (including flooded meadows) and in a buffer zone of 150 meters from their borders, the use of lead shot is prohibited;
- the killing of specimens belonging to the tufted duck species (Aythya fuligula) is prohibited.
H) CARD FOR THE VENATORY EXERCISE.
For each day of hunting, the holder of the hunting card must indelibly record on it and in the spaces intended for the purpose, the day chosen at the time of the start of the hunting activity that takes place with the loading of the weapon, and, at the its end, the number of culled animals belonging to the species referred to in points 2, 3, 4, 5, 6 and 7 of letter E); the animals belonging to the species referred to in point 1 of letter E) must be recorded immediately after killing.
The card must be returned by March 31st.
To obtain the release of the card for the following hunting season, the receipt stamped by the Province or by the association must be kept and exhibited, certifying that it has been returned.
I) TRAINING AND TRAINING DOGS.
The training and training of dogs is allowed from 15 August to 12 September 2011, from dawn to 12 noon and from 16 to sunset, excluding Tuesdays and Fridays of each week, throughout the region, with the exception of land currently being cultivated, to hunters registered or holders of fixed positions in an Umbrian ATC; the provincial administrations for coordination needs with neighboring provinces, may make changes to the period established for the training of dogs.
The training and training of dogs is allowed at no less than mt. 500 by the wildlife-hunting companies.
L) SPECIES CONTROL:
For reasons of protection of the fauna, agricultural and livestock production or for health reasons, the provincial administrations can authorize, in the manner provided for by art. 19 of the law 11 February 1992, n. 157 and art. 28 of the regional law no. 17, plans to control, including by killing, wildlife species or reduce hunting periods for certain species.
M) VENATORY RESIDENCE.
1) Hunters not resident in the region, coming from regions or provinces, with whom interregional or interprovincial memoranda of understanding have been established pursuant to art. 14,15 and 16 of the regional regulation 1 October 2008, n. 6, for the management of territorial hunting areas. The Management Committees of the Territorial Hunting Areas may admit quotas of extra-regional hunters, not exceeding one hundred units for each region of origin, regardless of the formalization of agreements, provided that the conditions of reciprocity of access are met.
2) The hunters in possession of the hunting residence in Umbria can practice the hunting activity starting from the first day of the season. Hunters who have chosen the hunting residence in regions other than Umbria can practice hunting starting from the third Sunday of September.
3) The hunting of migratory game only, for a maximum of 20 days, by daily booking, can be carried out in Umbria by hunters coming from the regions that have joined the interregional tele-booking system or that have entered into specific agreements with the Umbria Region, in application of art. 14 of the regional regulation 1 October 2008, n. 6, starting October 1st.
4) The Region, the Provinces and the Management Committees of the Territorial Areas of Hunting may establish, within the framework of the agreements for the mobility of hunters, reciprocity agreements that provide for the admission of hunters starting from the first day of the hunting season, by way of derogation in point 2 above).
5) The Provinces may make changes to the periods established for huntable species only for hunters who are not registered in Umbria for coordination needs with the other Provinces.
N) NATURAL PARKS AND CONTIGUOUS AREAS:
Hunting activity is prohibited in the territory of natural parks and protected natural areas, as identified by the regional law of 3 March 1995, n. 9 and in the territory of the National Park of the Sibillini Mountains, as identified by the decree of the President of the Republic August 6, 1993. In application of art. 7 of the regional law 13 May 2002, n. 7, within the contiguous areas of the Monte Cucco park and the Tiber river park as delimited by LR n. 9/95 those who have the hunting residence in the ATC where the area falls can practice hunting.
For matters not provided for in this hunting calendar, the law of 11 February 1992, n. 157 and the regional law of 17 May 1994, n. 14 and subsequent amendments.
