Federcaccia Piemonte: On 28 April, with a document of the Piedmontese AAVV Coordination of which Federcaccia is a part, you were informed of the recent birth of a voluntary association, registered in Turin on 7 August 2014 with an act of the notary Luca Ferrero (no. .15677 / 1T).
This Association, by virtue of the recognition of Civil Protection, was created with the main purpose of being able to intervene in the Piedmont area for the control of wildlife, and in particular for the protection and recovery of wild animals, guaranteeing support to public bodies. and to subjects in charge of public service for the management of fauna. Other purposes are foreseen by the aforementioned constitutive act and by the statute that we attach to you, and range from the monitoring of fauna species, to training, even to the real… wildlife management. This implies that the provisions were followed up, in short we could witness the birth of a new association able to enter the management or organization of the hunting activity regulated by law 157/92, enjoying now unthinkable privileges and prerogatives. for the same hunting associations and the hunters they represent.
In fact, public bodies (Piedmont Region, Metropolitan City of Turin, but in the future also outside our region) or subjects in charge of public service for the management of fauna (Provincial Hunting Guards, Voluntary Guards, etc.) could easily enter into agreements with the same, aimed at the control and containment of those species that can interfere most with the various anthropic activities; in a short time a few hunters, and / or select controllers, could divide the regional territory, shooting all year round at wild animals normally hunted during the regular hunting season, with the simple possession of a firearm license and civil liability insurance ... stipulated ad hoc!
Although not for profit, the Association, Annex "A", provides in article 4 of its Statute the possibility of having a patrimony made up of movable and immovable property, to benefit from disbursements as well as bequests and donations, drawing the economic resources necessary for the operation and performance of its business by:
1) Contributions from individuals;
2) Contributions from the state, public bodies and institutions aimed exclusively at supporting specific and documented activities or projects;
3) Contributions from international organizations;
4) Donations and bequests;
5) Refunds resulting from agreements;
6) Revenue deriving from marginal commercial and productive activities
Last, and not least, from ... membership fees and contributions of the members, to well signify how this organization conflicts, and does not integrate as it should be, with the aims and purposes of the Hunting Associations regularly recognized by the Ministry of Agriculture and Forests and included as an institutional counterpart in the determinations relating to the hunting activity by law 157/92.
All this would represent a unique case in the national panorama, certainly to the detriment of all those hunters called annually to pay the regional tax, admission fee and participation in an ATC or CA, any supplementary fee for wild boar and roe deer; these money are now increasingly used for the reimbursement of damages to agriculture than to the management of hunting activities (game launches, prevention measures, land improvements and so on).
It would be the birth, here in our region, of… hunting as a real private activity, to the detriment of the collective interest and the spirit with which the legislator has always regulated the matter in our country.
In these days we are told of the imminent organization of specialized courses for the qualification of night escorts for containment plans or selective killing!
Federcaccia, and with her also Il Coordinamento, has always said she is opposed to this privatistic form of fauna control, pointing out how the control of fauna species, whether they are traditionally opportunistic or other equally harmful to agricultural crops such as wild boar and roe deer. , must take place exclusively by the ATCs and CAs, each on their own territory of competence, and with the participation of local teams and hunters normally admitted to selective collection plans.
All this would allow operators to have operators who perfectly know the territory covered by the containment plan, since in the case of wild boar and roe deer they are increasingly widespread forms of hunting activities, practiced in the Piedmont area by now highly specialized and prepared hunters.
For the reasons cited above, it is believed that conflicts of any kind with hunters should be avoided, who have always been called upon to contribute to the economic support of ATC and CA and to the restoration of agricultural damage, while asking all the participants in said "Protection Association civil society for the protection and management of wildlife ”, and who are also members of Federcaccia Piemonte, to immediately resign from the same, refraining from participating in this activity.
It is evident how financially supporting this Association ... voluntary through the payment of annual fees, is in clear contrast and contradiction with the aims and purposes of a regularly recognized Hunting Association such as ours, and therefore all those who intend to be part of it would automatically place themselves outside Federcaccia Piemonte.
