Federcaccia is committed to expanding the list of huntable species in Italy which in effect are present in numerous populations.
The time has come for an integration of the list of huntable species in Italy following assessments on the demographic status of some species that are now incomprehensibly prohibited.
This is the firm position of the Italian Hunting Federation, based on the fact that it is evidently poorly founded on the biological level that the lists of species are immutable over time or, as happened in Italy in the last 20 years, revised only to delete and never to insert new ones.
The exclusion procedure is based on the erroneous assessment that deletion from the huntable list leads in itself to the increase of a species considered to be suffering. The available data show instead that the increase or decrease in migratory avifauna species is not linked to whether or not they are huntable, but instead depends, in the vast majority of cases, on the availability of suitable habitats.
For the conservation of wild species it would be more useful to establish hunting regulations integrated with habitat restoration and defense actions that delete certain species from the huntable list.
In this scenario, Federcaccia is preparing an articulated and motivated request for the inclusion of various huntable species in Italian legislation for their demographic situation and for their community position in Annex II / a and II / b, to be sent, through the Technical Wildlife Hunting Committee, to the Presidency of the Council of Ministers and to the European Union.
The request, which will be accompanied by a scientific report, will concern:
Species currently not huntable but included in Annex II / A of the "Birds" Directive 2009/147 / EC or a list of potentially huntable species in all member states and therefore immediately included in the list of huntable species in Italy with a Decree of the President of the Council of Ministers,
Wild Goose Anser anser
Granary Goose Anser fabalis
Wild Pigeon Columba livia
Species present in Annex II / B of the Birds Directive 2009/147 / EC which can be immediately made huntable by Decree of the President of the Council of Ministers,
Redshank Tringa totanus
Species for which it is requested to promote the procedure for inclusion in Annex II / B of the "Birds" Directive 2009/147 / EC,
Starling Sturnus vulgaris
Chaffinch Fringilla coelebs
Brambling Fringilla montifringilla
Hawfinch Coccothraustes coccotharustes
Tordela Turdus viscivorus
Golden Plover Pluvialis apricaria
The Italian Federation of Hunting, as part of the investigation for the discussion of the inclusion of these species, intends to develop a sustainable hunting system (times, forms of hunting, game bags) that guarantees their favorable conservation in the spirit of a wise use of the resource.
For the Federation, Italian hunting traditions are cultural elements to be maintained, obviously adapting the regulations to modernity and up-to-date scientific knowledge.
We are no longer willing to accept the concept of absolute prohibition as a means of protection nor that of hunting without rules: only a study of hunting methods can make it possible to harmonize the needs of sustainable use and conservation.
