Hunting and Territory: Campania, the Italian Hunting Union warns against the establishment of the new Wildlife Hunting Company in the “Monte Coppe” area in the Cerreto Sannita (BN) area.
With a formal letter to the administrations in charge, the Italian Hunting Union warns against the establishment of the new Wildlife Hunting Company planned in the "Monte Coppe" area within the Cerreto Sannita district, in the province of Benevento.

"
SUBJECT: Establishment of the Wildlife-Hunting Company in the “Monte Coppe” Municipality of Cerreto Sannita (BN) - pursuant to law no. 8/96 art. 11 paragraph 4, repealed by regional law n. 26/2012 art. 23 of reference.
Illustrious Presidents,
the undersigned attorney, Alberto Messina, has received a mandate from Mr. Mauro Panella, in the capacity of President and Legal Representative of the Association "Sindacato Venatorio Italiano" (SVI), to formally ask you for clarification regarding the establishment of the Fauna Company -Venatoria at Monte Coppe in the Municipality of Cerreto Sannita (BN).

THAT the locality called "Monte Coppe" located in the Territory of Cerreto Sannita (BN) enjoys extensive protection, since this is already a site of Community interest established with the Habitats Directive which in turn constituted the Natura 2000 Network composed of the latter, both from ZPS (Special Protection Areas) and from SACs (Special Conservation Areas). These sites have as their primary objective the protection and conservation of the present and migratory species, however providing for the possibility of hunting in a regulated manner. Furthermore, the Member States have the obligation to designate them after the proposed pSIC, SIC, ZSC and ZPS, concretely establishing the completion of the Natura 2000 network otherwise violated by any other destinations.
Precisely with regard to this last point it is clarified that the establishment of the company in question, identified in the SIC area (Site of Community Interest) for a total of 305.73.15 hectares as per the City Council Resolution of Cerreto Sannita (BN) dated 11.12.2012 .6 n. 35 and 2013, would be directly impacted on the species and habitats of community importance as per the guidelines of the Ministry of the Environment and in particular: “subtraction of surface; fragmentation; direct disturbance and perturbation ", as reported in the environmental report of the PFVR of the Campania region 2023-4 foreseen in chapter F.2000" Evaluation of impact on the sites of the Natura 2000 network? and therefore, in violation of the damaging principles correlated with the purposes of the Natura 92 network established with Directive 43/XNUMX / EEC ".
It is not conceivable, nor reasonable, to elaborate a project for the establishment of a Faunistic-Hunting Company which is fully in contrast even between the framework law n. 157/92 art. 16 paragraph 1 letter a) and the regional law n. 26/2012 art. 23 referred to in paragraph 9 letter a), listed below:
"Art. 16. (Wildlife-hunting companies and agri-tourism-hunting companies)
1. The regions, at the request of the interested parties and after consulting the National Institute for Wildlife, within the limits of 15 per cent of their agro-forestry-pastoral territory, may:
a) to authorize, by regulating, the establishment of non-profit faunal-hunting companies, subject to regional concession tax, for prevalent naturalistic and faunal purposes with particular reference to the typical Alpine and Apennine fauna, to the large European and aquatic fauna ; these concessions must be accompanied by conservation and environmental restoration programs in order to guarantee the naturalistic and faunal objective. In these farms, hunting is allowed on the days indicated in the hunting calendar according to the settlement and killing plans. In any case, wildlife-hunting farms are not allowed to enter or release wildlife after August 31st;
"Art. 23. (Wildlife-hunting companies and agri-tourism-hunting companies)
9. In the farms referred to in paragraph 1, hunting and dog training are permitted in compliance with the rules set out in this law:
a) in the wildlife-hunting farms these activities are reserved only to members.
Although simplified in the articles cited compared, it should be noted that while the national framework law does not provide for a limited number of hunters who can access the established Faunistic-Hunting Company, while the regional law establishes the fundamental principle that access to these areas are reserved for members only.
From all this it follows that the establishment of aforementioned areas would result only in the possession of a few followers, subtracting from all the other Campania hunters other agro-forestry-pastoral territory useful for hunting, in a region where they are not respected at all. the percentages established by law.

Otherwise, I will be forced to refer to the AG to verify if in your behavior you recognize the extremes of the crime and considering you, immediately, responsible for any moral and / or material damage or license suffered by the Campania hunters.
