The Sicilian Hunting Associations are requesting an urgent meeting with the regional administration and the sector departments in order to examine the problems relating to the hunting world.

"The hunting associations Sicilian Association Hunting and Nature, Arcicaccia, Hunting Fishing Environment Sport, Sicilian Council of Environmental Hunting of Dog and Sport, Enalcaccia, Italian Federation of Hunting, Sicilian Federation of Hunting, Federation of Hunting for the Regions of Europe, Kingdom of the Two Sicilies, in the person of their respective legal representatives, hereby undersigned,
GIVEN THAT
- The undersigned hunting associations have repeatedly urged the regional administration, both through individual initiatives and in the context of the technical tables set up by the Agricultural Resources Department, to modify the draft of the enacting Regional Wildlife Hunting Plan.
- In particular, the Administration was requested to plan the hunting activity strictly observing the rules governing the evaluation procedures and taking into account the specific regulatory needs of the sampling in relation to the different realities of the varied regional territory.
- The Administration was requested to quickly start and conclude the assessment procedures in relation to the territories included in the Natura 2000 Network, similar to what practiced by almost all the Italian regions.
- The Administration has been requested to involve, from the start of the planning procedure, private subjects with qualified interests, in order to avoid the clamorous errors, both formal and substantial, in which it has incurred, such as, for example, the absurd calculation of the Agrosilvopastorale area (only recently partially amended) and the erroneous estimate of the hunting density indices.
BELIEVING THAT
- Totally ignoring the petitions of the writers, the Administration intended to interrupt any confrontation with the Hunting Associations, and therefore proceeded, unilaterally, to issue provisions which were not shared.
- In particular, and most recently, the draft modification to the PRFV, hesitated in March of the current year, presents glaring errors in the calculation of the agrosilvopastoral area and of the hunting density indices, which jeopardize the fair distribution of hunters on the territory and cause predictable imbalances, including of an environmental nature.
- Inexplicably, the proposed amendment reports the "safeguard measures" to be adopted in the areas adjacent to the Natura 2000 sites as well as within the sites themselves, ignoring that said measures, provided for by art. 4, paragraph 1 of Presidential Decree 357/1997, have no reason to exist from the moment in which the general "conservation measures" provided for by art. 4, paragraph 2 of Presidential Decree 357/1997, increasingly following the adoption of the Management Plans.
- These presumed "safeguard measures" therefore appear as an attempt to introduce further and unjustifiable limitations on hunting activities, or to anticipate any mitigation measures even in the absence of an impact assessment.
- The effect of the combined action of the aforementioned "errors" leads to aberrant results, such as the exclusion of the mobility of hunters for island ATCs or absurd privileges.
- This way of operating, which is no longer tolerable, is the result of the political will to distract the tax revenues deriving from hunting from their purpose, thus eliminating the economic resources necessary for carrying out an adequate planning activity.
THEY ASK
An urgent meeting with the relevant Administrations in order to examine the problems highlighted above.
COMMUNICAN
That, starting from today and until broadly agreed solutions are adopted, the undersigned Associations will refrain from any activity, even institutional, of comparison or collaboration with the regional Administration.
DO NOT TRUST
the Administrations in order to scrupulously observe the legislative and regulatory provisions on the subject of Hunting Planning and Strategic Environmental Assessment, warning that they will hold directly responsible, from the point of view of the tax damage, the subjects involved in the adoption of irregular acts and measures.
DO NOT TRUST
The Government and the Regional Assembly not to distract from their destination the sums deriving from the payment of the concession fees for the exercise of the hunting activity.
