Hunting: the Italian Hunting Union on the issues of the Matese Regional Park, in the province of Caserta and the ATC1 of Campobasso in Molise, "Carpe Diem e ..."
Carpe diem, literally "seize the day", generally translated as "seize the moment", although the most appropriate translation would be "live the present" (not thinking about the future) is a phrase taken from the Odes of the Latin poet Horace. It is not only one of the most famous prayers of Latinity; but also of one of the most influential life philosophies in history, as well as one of the most misunderstood. In fact, in it, instead of grasping the transience of life and the beauty of living and enjoying the present, many have grasped, read and translated a selfish and interested vein born from the need to take advantage of the moment to obtain results that, otherwise, they could not have been obtained. The phrase, in fact, continues: "quam minimum credula postero" ("trusting as little as possible in tomorrow"), today, in 2013, is read: "seize the moment and fuck the next". Hunting, needless to say, is full of these glaring examples of selfish virtue. We therefore report two attempts at sodomy.
The first in the Matese Regional Park, province of Caserta.
Here a new Horace will not have slept for joy in speculating the hefty earnings he could have obtained from a brilliant idea that came to him. In fact, at the formal request of the IVS to prepare (as the law imposes) an internal regulation to allow the passage (the passage mind you not the hunting activity) of hunters to be able to move from one part of the provincial territory to another, he thought good to seize the ball and to impose a transit duty (in short, we are at the customs of the city-states, of medieval memory). The poor are satisfied with little. Forty euros for non-residents in the Park and only twenty euros for residents. Do you want to pass through the Park without getting a criminal complaint? It can be done, just put your hand to your wallet !!
The second, in the ATC1 of Campobasso, in the province of Molise.
Here a genius (certainly with the complicity of other geniuses and all fervent admirers of the Latin poet) with a note dated 05.10.2013 (which makes a fine show of itself on the official website - they had the audacity to put it in black and white - www. atc1campobasso.com) ruled that on the same date those who wanted to take advantage of the 2nd scrolling of the ranking, for the admission of hunters not resident in the ATC itself had nothing less than an hour of time (from 17:01 to 18 : 00 - more than one hour 59 minutes) to formalize the request. Do you want to hunt in the ATC 1 of Campobasso? It can be done, just do not go to work, have no personal or family commitments, do not get sick and stay connected 24 hours a day to the hunting site in Campobasso, perhaps with an audible warning light that alerts you every time a communication is posted.
Yeah…. "Seize the moment and fuck the next one". As long as you are given the opportunity to do so. Sorry for them gentlemen but our pants are tight at the waist and this time the game will fail.
With a formal request, the IVS has already activated and asked the first Horatian: from which mind the wicked Regulation was born, which law is presumed to have been applied to the specific case, by which right they impose a transit tax, if the same tax must also be paid by other users, such as motocross lovers or mountain bike enthusiasts or Sunday hikers (which in terms of damage - between disturbing noises, garbage thrown everywhere and disturbance of animals - perhaps do a few more than a hunter), if they know the Italian Constitution which only allows the State to impose taxes and guarantees free circulation throughout the national territory without restrictions or impediments to all citizens (and goods).
Instead, the second was asked: the reason for which only one hour has been established to take advantage of an acquired right, if they know the meaning of the principle of legal certainty, if they are aware of the need for a public act to have certain times to be known to all interested parties (to everyone and not just to someone, perhaps notified in advance).
For both the sword of Damocles dangles dangerously because, be sure, at the slightest hint of illegitimate measures the AG will be stimulated by us to intervene. We are simple people, from the countryside so we don't know Orazio but Totò and we reply: “be careful…. That cà nisciun is fess !!”.
