Mr Barbara Mazzali, regional councilor of the Lombardia of Fratelli d'Italia, intervened to talk about the latest updates on hunting in derogation: "In these days we have learned that Lombardy region forwarded to the Lombard hunting associations some interesting proposals on the use of the hunting levy in derogation of pigeon and starling, which I had solicited with my question to the Councilor rolfi last January. We also consider that we are experiencing a situation of uncontrolled proliferation and minimized interventions.
It is an opening that, although belated, represents an opportunity that many regions have already experienced for years. Unfortunately I was able to view the proposals sent to the Associations and I can only verify that we are far from the goal. For the pigeon, as well as for the starling in recent years, a system burdened by requests, authorizations and with a number of heads, for both species, is envisaged. extremely limited. In addition, a very small number of hunters are involved. For the pigeon it is a total of 40.000 animals with a game bag of 400 seasonal animals involving no more than 100 hunters and for the starling there are 8.000 animals on the entire regional territory with a seasonal game bag of no more than 40 animals and 200 hunters.
I urge a change of pace! First of all for the authorization system. We already have many emergencies and we need to think about simplification. My proposal is this: every hunter interested in the collection, before the start of the hunt, sends a statement to the Lombardy region with which it intends to make use of the collection of the pigeon and undertakes to periodically communicate the number of animals killed and marked on the card. Lombardy Region establishes the list of these hunters which are therefore considered authorized and periodically collect the number of culled animals to determine the achievement of the collection target, which in any case can only be doubled from 40.000 to at least 80.000, considering that now also ISPRA, in his opinions expressed in the control plans, he often does not set limits on the game bag.
Another criticality is represented by the obligation to exercise the withdrawals close to agricultural crops only, while we know that a huge criticality is represented by the presence of pigeons near the livestock and storage farms and the processing of cereals, for this reason I propose that the collection of the pigeon be exercised within 500 meters of these plants, while respecting all the regulations on distances from homes, roads and workplaces. A last aspect concerns the presence of dissuasion methods in the places where the sampling takes place. The means of deterrence are not previously defined, by type, location and number there could be restrictive or extensive interpretations by the supervisory bodies with the consequent risks of dispute for the hunter. The proposal is that this requirement be eliminated ”.
