Fines to hunters and activities of the voluntary hunting fish guards. In Province of Perugia he talks about it again on Tuesday, following the question presented by the provincial councilor Marcello Rigucci. The president Luciano Bacchetta, given the complexity of the matter and of the issues raised, he had asked for time to investigate with the offices and then be able to answer the questions posed. The Province of Perugia has already approved an agenda by majority vote in which he asks the Region to cancel the fines imposed on hunters by the voluntary guards who did not possess the decree of the same Province, the only title that entitles them to carry out checks on hunting and fishing.
The case emerged following the legal actions carried out on behalf of members of the free hunt by the lawyer Marzio Vaccari, who had precisely discovered that some environmental guards enrolled in the WWF they carried out checks on hunters despite not having the decree of the Province, the only title that enables them. This position was then recognized by the Umbria Region, which canceled a mega fine of 15 thousand euros made to the president of the Free Hunt for the management of a dog training area in Spoleto: the hunting guards who showed up in the area, in fact, did not have the decree.
The Region agrees with Free Hunting: the fines of the guards without a provincial decree are void. For two years now, between the Free Hunt and the WWF it has been in progress an arm wrestling to the sound of stamped papers. Which has turned the spotlight, including in politics, on the subject of the recognition and management of hunting environmental fish guards. So much so that in recent weeks there have been protests for some volunteer guards from the hunting world to whom the Province has not renewed the decree (in the case of Città di Castello another one was added in the Trasimeno area) both for titles that were instead kept by environmental guards sent to trial for disputed crimes related to their control activities.
In this context, the Province is also discussing changes to the regulation for the issue of the decree and for the management of the activities of voluntary security guards. And then there is the issue of fines. For Free Hunting, on the basis of the provisions already recognized by the same Province, the fines made in the absence of a provincial decree are void, without the need for the hunter to appeal. For Rigucci, then, all the fines carried out by the voluntary guards would be null, due to a formal defect even in the drafting of the minutes (Tuttoggi.info).
