La Regional Council of Umbria, on the proposal of the councilor for hunting Fernanda Cecchini, today resolved the pre-adoption of the modification of the hunting calendar for the 2019/2020 season approved on 17 May last which, pending the approval of the Wildlife Hunting Plan, did not contain the hypotheses of early opening provided for by the national hunting law (law 157/1992, article 18 paragraph 2) contrary to the constant practice adopted in previous years. With the approval of the Wildlife Hunting Plan, with a resolution of the Legislative Assembly of 8 August, the requisite provided for by the national legislation has matured, which makes it possible the identification of additional days prior to the opening of the third Sunday in September.
The possible introduction of changes in this sense to the hunting calendar intervenes on a mandatory act by law (pursuant to art.18 paragraph 4 of law 157/1992) and is conditioned by the mandatory non-binding opinion of theIspra- Higher Institute for Environmental Protection and Research and the competent council commission. Only and only following the completion of the administrative procedure of the two consultative opinions, the Regional Council will be able to decide definitively the amendment to the 2019/2020 hunting calendar in force.
Councilor Cecchini has convened the hunting faunal council in this regard, which met on 12 August last. From the meeting it emerged as a working hypothesis for the modification of the hunting calendar the addition to the current text of two additional days, identified in the dates of Sunday 1 September and Sunday 8 September, limited to the following species: turtledove, magpie, hooded crow and jay. The Regional Council has therefore established today to pre-adopt the following changes to the hunting calendar for the 2019/2020 hunting season, so as to make it homogeneous with the neighboring regions:
- replace points 1 and 2 of letter A with the following:
1) a) on 1 and 8 September (8 September until 13.00) exclusively from temporary or fixed stalking with live calls to the following species: TAUPE - GRAY CORNACCHIA - GHIANDAIA - GAZZA;
b) from 15 September 2019 to 15 January 2020 to the following species: CORNACCHIA GRIGIA - GHIANDAIA - GAZZA;
c) from 15 September to 30 October 2019: TORTORA;
d) from 15 September to 30 December 2019 to the following species: LALD - WILD RABBIT - PHAGIAN - MERLO - QUAIL - STARNA - RED PARTRIDGE - SILVILAGO;
2) from 15 September 2019 to 30 January 2020 to the following species: ALZAVOLA - GERMANO REALE - MARZAIOLA - COLOMBACCIO - SNAKE - SNIPE - CANAPIGLIA - CESENA - CODONE - WHISTLE - FOLAGA - WHISKER - WATER HEN - SHOVEL - MORETTA - MORIGLIONE - PAVONCELLA - PORCIGLIONE - TORDO SOTTACCIO;
- replace the first paragraph of letter C with the following:
"In the month of September, without prejudice to the provisions of lett. At point 7 hunting is allowed on the following days: Sunday 1, Sunday 8, Sunday 15, Wednesday 18, Saturday 21, Sunday 22, Wednesday 25, Saturday 28 and Sunday 29; for the remaining hunting season, hunting is allowed three days a week at the hunter's choice, without prejudice to the hunting silence on Tuesdays and Fridays ".
- insert letter D:
on 1 September from 6,15 to 19,30;
on 8 September from 6,15 to 13,00;
- add the following point to the letter F:
"9) On 1 and 8 September the occupation of the site e the installation of temporary stalking cannot be carried out before twelve hours from the hunting time referred to in point D and the temporary posting must be set up exclusively with canvas huts or equivalent that can be covered with plant material, without prejudice to the prohibitions referred to in the previous point B 2. Anyone who violates this provision will be subject to the administrative sanction envisaged by art. 39 paragraph 1 letter. nn) of the regional law 14/1994 ".
- insert the following paragraph in letter G:
"- hunting is prohibited on 1 and 8 September;"
replace the first sentence in the letter I with the following:
“Dog training and training is allowed from the 18 August to the 12 September 2019 with the exception of September 1st and 8th, from dawn to 12 noon and from 16 pm to sunset, except Tuesdays and Fridays of each week, throughout the region, with the exception of land currently under cultivation".
The proposal for the pre-adoption of the modification of the hunting calendar will be sent to the III Permanent Council Commission and to the Higher Institute for Environmental Protection and Research, for the acquisition of the prescribed opinions, essential for definitive approval.
