Pending the modification and adaptation of the Law 157 / 92 it is necessary to assign, with a specific governmental device, extraordinary powers to the Regions for the preparation of an extraordinary plan aimed at to bring the relationship between the fauna population and agro-forestry territories into the right balance in Basilicata up to drastically reducing the number of wild boars. These are the main proposals that the director of Cia-Italian Farmers Potenza and Matera Donato Distefano reiterated today at the "Wild boar emergency table" in the Region. In recalling that last summer the CIA has collected over 10 thousand signatures in support of a petition-document confirming popular mobilization on the issue, for Distefano extraordinary interventions are needed and in derogation from the current regulations, pending a revision of the national framework law 157/92.
Hence the proposal for the establishment of an Extraordinary Commissioner in the individual Regions (whose role is to coordinate interventions that today see fractional competences between Regions, ATC and Parks and the legislative deficit) on regional scale with broad powers deriving from a DL who recognizes the emergency situation and contains measures aimed at increasing the number of subjects authorized to kill as well as provide incentives for anyone contributing to the substantial depopulation of the number of wild boars in the area. Subsequently, it is urgent to introduce modular solutions that allow the Regions to manage the period and duration of hunting activities based on the relationship between territories / fauna pressure in the various areas.
It must be noted that the plan to slaughter at least 60 thousand animals in three years has failed while in ten years it has spent between 35 and 40 million euros just for compensation by diverting these resources from other objectives. An intolerable waste. The Government and the competent Ministries must declare the state of emergency that has been ravaging our campaigns and companies for years, right up to the Metapontine coast. To do this we need timely planning in Basilicata, of a choral effort (Region, ATC, Parks, Municipalities authorities of PP.SS. and health). Also because of the danger connected to ASF swine fever it is important to think about prevention actions to avoid health problems; consequent restrictions on livestock handling would have the significance of incalculable damage for the breeding system.
