The recent sighting of wild boars at Aurora Park, Potenza district, is only the confirmation of the denunciation of the Cia-Italian Farmers Basilicata: the wildlife phenomenon and that of ungulates in particular cannot be governed with ordinary measures and actions. Think of the danger that the wild boars arriving in the city represent for the safety of people. Extraordinary interventions are needed and notwithstanding the current regulations, pending a revision of the national framework law 157/92 which has been languishing unjustifiably for decades and due to the superficiality and underestimation of the political and institutional decision-makers of the central government is not adapted to the current context situations, it is necessary to modify this rule at least in two points, passing from the mere concept of protection to that of management and governance of the fauna population.
Subsequently, it is urgent to introduce modular solutions that allow the Regions to manage the period and duration of hunting activities based on the relationship between territories / fauna pressure in the various areas. The CIA position emerged during a meeting promoted to define the indispensable initiatives to stem the problems caused by the excessive and substantial number of wild boars present in the Lucanian territory. Present at the meeting in addition to the president of Cia Potenza Gianni Lorusso and the vice president Michele Bove, a large number of farmers of the Melandro an operating committee in that area to keep the attention on the issue always alive as well as the Mayors of Brienza Giancristiano and Sasso di Castalda Nardo.
A contribution to the work - coordinated by the Director of the CIA Donato Distefano came from Agnes Lanzieri head of the hunting office of the Basilicata Region, Salvatore Maio president of the Atc 2, Gerardo Larocca Mayor of Brindisi di Montagna and head of the agriculture sector Anci Basilicata. In web link among others Valeria Tempone of the Board of the Val D'Agri Lagonegrese National Park, Rocco Guarino President of the Province of Potenza, as well as all the officials of the various CIA Offices in the Basilicata area and in which other Mayors or Local Administrators were present.
Various food for thought within a broad discussion that carefully analyzed both the legislative instruments in force such as the ordinance of the Ministry of health control measures of the PSA of 5.4.22, the law 29 of 14.4.22 converting the DL n. 9 relating to African swine fever, as well as the management plan presented to the Ministry by the Basilicata Region in relation to these two provisions, in addition to the possibility of authorizing the abatement on their own fund to agricultural entrepreneurs in possession of firearms license and hunting license or the intervention by the "endorsements" coordinated by the ATC in aid of the mayors who issue specific ordinances. Unfortunately, it must be acknowledged that despite all this, in addition to the multiple efforts put in place by local actors, as emerged in the meeting, a stalemate remains in all its drama of inertia that even risks worsening due to the proliferation of ungulates and also due to the lack of willingness for objective reasons to organize the de-population due to a lack of qualified subjects (see average age of hunters) which could even get worse in the next few years.
Cia Basilicata has always been at the forefront of the issue, with proposals that reject populism and on the contrary make a feasibility contribution to the solution of a problem that is becoming for farmers a real calamity and as such they require it to be managed. CIA calls for the establishment of an Extraordinary Commissioner in the individual Regions (whose role is to coordinate interventions that today see fractional competences between Regions, ATC and Parks and the legislative deficit) on a regional scale with ample powers deriving from a DL that acclari the emergency situation and contains measures aimed at increasing the number of persons authorized to kill as well as providing incentives for anyone contributing to the substantial depopulation of the number of wild boars on the territory.
Pending agreement with the Anci and the Mayors, in agreement with the Atc, targeted de-population actions will be organized, hoping to be able to contain the current state of emergency by trying to reduce the aggressions that for years have caused ungulates operating in herds and they are out of control which, in addition to damage, endanger the safety and security of farmers and citizens. "Perhaps - underlines Donato Distefano - we are at the end credits regarding the patience of farmers, Cia is aware of this, so much so that we do not overlook the possibility of firm and sensational actions where the inefficiency of national policy and of the Government should continue, bearing in mind that once again despite having had the opportunity to introduce more effective measures we have limited ourselves to putting in place only specific prevention plans, continuing to underestimate a phenomenon that generates damage for hundreds of millions of euros every year in our country and today we are in a state of emergency even health see measures for the Psa ".
It should be noted that this phenomenon must be tackled with extraordinary and radical measures without reserve and with a timely planning of depopulation activities. The Government and the competent Ministries must take note once and for all of the state of emergency that has been plaguing our countryside and companies for years, especially in inland and mountain areas already stressed by the situation of great difficulty that they have been experiencing for months, it is necessary to introduce measures to stem the current context and bring the territories and fauna population into balance in the plan presented it is a tool that provides for the killing of over 70.000 animals over a few years to do this we need timely planning in Basilicata, a choral effort (Region, ATC, Parks, Municipalities authorities of PP.SS. and sanitary, in order to put in place and guarantee in an organized way the whole chain of services related to de-population, starting from those who knock down to end up with those who dispose of, this is the last opportunity to take back an uncontrolled phenomenon that risks plunge entire areas of the country onto the economic side and lead to bankruptcy thousands of companies, especially in mountain and inland areas (source: CIA).
