The Associations belonging to the Control Room of the Tuscan Hunting Associations, meeting after the first meeting with the Region on the subject, ask the Region to proceed with the following changes to the draft Hunting Calendar 2021/2022 sent by you, for the Cornacchia and Magpie species:
Hooded Crow (Corvus corone cornix)
It is intended to allow the withdrawal from 1 October 2021 to 10 February 2022, as:
- the species is classified as “Least concern” by the International Union for Conservation of Nature, that is the category of animal species with the lowest risk, to which the abundant and widespread species belong;
- the species is estimated to increase as a breeding population in Italy according to the document “Rete Rurale Nazionale & LIPU (2011). Population trends of common birds in Italy 2000-2010. MiPAAF ";
- the date of the end of the period of reproduction and dependence indicated in the Key concepts document (31 August) is earlier than the opening date of the hunt for this species;
- the hooded crow is a species for which the postponement of the closing of the hunt to 10 February may be requested;
- ISPRA in the document: “Summary of the conservation status of the species subject to hunting in accordance with the law of 11 February 1992 n. 157 and subsequent amendments "in relation to the species in the paragraph: Conservation problems related to hunting, reports that:"The hunting levy is overall modest and in general does not seem able to affect the dynamics of the populations. The hunting period currently envisaged by national legislation is acceptable from a biological and technical point of view; the advance withdrawal on the first of September, in the mode of fixed or temporary posting, pursuant to article 18, paragraph 2 of Law no. 157/92 can be considered acceptable ".
Magpie (Pica pica)
It is intended to allow the withdrawal from 1 October 2021 to 10 February 2022, as:
- the species is classified as “Least concern” by the International Union for Conservation of Nature, or the category of lower risk animal species, to which the abundant and widespread species belong;
- the species is classified Least Concern in the European Red List of Birds 2015, both in the European Union and in Europe;
- the species is estimated to increase as a breeding population in Italy according to the document “Rete Rurale Nazionale & LIPU (2011). Population trends of common birds in Italy 2000-2010. MIPAAF ";
- the date of the end of the period of reproduction and dependence indicated in the Key concepts document (31 July) is earlier than the date of opening of the hunt for this species;
- the magpie is a species for which the postponement of the closing of the hunt to 10 February may be requested;
- ISPRA in the document: “Summary of the conservation status of the species subject to hunting in accordance with the law of 11 February 1992 n. 157 and subsequent amendments "regarding the species in the paragraph: Conservation problems related to hunting, reports that: “The hunting levy is on the whole modest and in general does not seem able to affect the dynamics of the populations. The hunting period currently envisaged by national legislation is acceptable from a biological and technical point of view; the advance withdrawal on the first of September, in the mode of fixed or temporary posting, pursuant to article 18, paragraph 2 of Law no. 157/92 can be considered acceptable ". ….
The above changes, in addition to being technically and legally correct, are also desirable on an ethical level, given the presence of an active containment plan for these species on the regional territory. These animals, in fact, are in numerical and range expansion and are responsible for damage important to agricultural crops and other wildlife species, especially small birds and small sedentary fauna. The possibility of having additional days reserved for these wild animals, we think may be an incentive to hunters to dedicate a few days to hunting these opportunistic wild animals, increasing the annual quota of culled animals.
