Hunting: Tuscany, the Region grants the pre-opening of the Hunting Season set for next September XNUMXst; moreover reciprocity agreements for the mobility of hunters between regions and hunting in derogation of the starling.
The Hunting Season 2013 - 2014 officially opens next Sunday, September 2013st in Tuscany with the pre-opening day. This is one of the contents of the four resolutions approved in recent days by the Tuscan regional council on the proposal of the councilor for agriculture and hunting Gianni Salvadori for the start of the next hunting season 2014-69; Hunting notwithstanding the Starling is also authorized in 15 municipalities, both on the pre-opening day and in the period between 15 September and XNUMX December. As regards the mobility of Tuscan hunters and those from other regions, reciprocity agreements have been established with neighboring regions, Umbria and Lazio.
Early opening of the hunt. The early opening of the hunt for the 1-2013 season is set for 2014 September. The recent sentence of the Constitutional Court has not in fact repealed the regional law n.20 / 2002 in the part in which it regulates the procedural iter of authorization of the pre-opening which therefore remains legitimate and in force. "As every year - explains the councilor Gianni Salvadori - the Region has received requests for early opening from the Provinces and after having heard the associations of interest and evaluated the environmental conditions of the season, it has decided to authorize a single day of pre-opening with limited species although differentiated in the different provinces. If last year the drought alarm was such as to lead us to exclude ducks (water birds) from huntable species, fortunately in recent months we have had a good rate of rainfall. So this year, always with the aim of reconciling respect for the environment with the expectations of the hunting world, the limitation to a single day of hunting remains, but the requests of the Provinces with regard to individual species have been respected.
This measure also - continues Salvadori - responds to the needs of farmers who complain of an excessive presence of corvids (magpies, jays, crows) and contributes to the respect of important faunal balances that often see sedentary species in suffering compared to those defined as "competitors and opportunists. "Like the corvids in fact. For this reason, the pre-opening is an opportunity to check magpies, jays and crows throughout the region. "

Withdrawal in derogation for the transfer in 69 municipalities. There are 69 Tuscan municipalities in which, for the 2013-2014 hunting season, it will be possible to hunt the starling. “The resolution that authorizes the levy notwithstanding the transfer - explains the commissioner Salvadori - is a response to the difficulties of the territories that have reported damage to valuable agricultural crops. It is a problem that is becoming increasingly serious and that is why we are convinced that the best way would be to reinsert the starling among the huntable species. "
The prevention and control measures implemented by the Provinces were not sufficient to contain the losses of fruit, vegetables, grapes and olives caused by these birds. Also this year, in fact, we had to see an increase in the damage to the most valuable crops caused by starlings. Faced with this situation, the Region has decided to intervene. It did so after having received both the alarm of the agricultural professional organizations, and the favorable opinions of ISPRA and the University of Florence by adopting a provision that authorizes hunters to defend the crops in place as required by current legislation.
The withdrawal by way of derogation from the transfer can take place in pre-opening (1 September 2013) and in the period from 15 September to 15 December 2013, from stalking in the olive groves, vineyards and orchards with pending fruit, and in the vicinity of the same, exclusively in the following Municipalities :

Reciprocal agreements with Lazio and Umbria. Salvadori, appeal to hunters: "Caution and common sense". "I take the opportunity of the approval of these important resolutions, which mark the beginning of the new hunting season 2013-2014 - concludes Salvadori - to remind all Tuscan hunters to comply with the safety standards required for hunting and above all to caution and common sense that must never be lacking when handling guns. The Region has made many steps forward on this issue by inserting a new subject entitled "safe behavior in hunting" among those provided for the examination to qualify for hunting, as well as making the use of clothing mandatory. high visibility during wild boar hunts where most of the accidents occur ".
