Hunting: Tuscany, the associations Pro Cinghiale and Caccia Sviluppo e Territorio criticize the reform of the organizational system of the regional ATCs, “Un colabrodo”.
With the Regional Law 88 of 23/12/2014 the system of the Territorial Areas of Hunting Tuscan. While agreeing, as CST and PRO BOAR, to the reduction of territorial hunting areas (as we had also proposed in a document sent to all the political forces present in the Regional Council and to all the competent bodies in the matter and from which we have never had an answer), reading and studying this law, we realize that it is a sieve. We hoped that, with the document presented, it would start on a political level, something that would ask for changes, at least as regards the AA.TT.CC., to the now retrograde 157/92. To date, the 157/92 not only does not give a legal framework to the ATC, but provides for areas of sub-provincial dimensions (therefore the new regional law would already be unconstitutional here because it goes against the principles of a national law). We believe that all AA.TT.CC. of Italy must have the same legal framework and it must be a national law to provide for it. Overriding this, we would like to know from those who are the signatories of the law and those who approved it, if they know exactly what the functions of an ATC are, what are the deadlines to which hunters are subjected and their needs. In February there are changes and registrations to the districts of the hunting of wild boar, cervidae and bovidae. If a hunter wants to move from a district that falls into a sub-domain to another sub-domain, what should he do? What do you sign up for? At the ATC… that's fine. But is the sub-scope free?
In March there are pre-registrations for the AA.TT.CC. of Tuscan hunters. What do hunters sign up for? Who had two ATCs in the same province, what should they do? Who even had more than two in Tuscany? Same thing in April for the registrations of hunters from outside the region. They can only have one scope, that's true. But can they hunt throughout the province or are they relegated to choosing a sub-domain? The payment deadline for ATC registration is May 15th. Who provides and how to send the bulletin or does it go beyond this date?… .If you go beyond this date, what is written on the hunting cards? By May 31st, submission of the lists of wild boar teams. How should a hunter behave? How much does it cost to go hunting in the next hunting season? And then how are the provinces that had only one ATC differentiated and those that had two or three?
To date, hunters do not even know how much they really have to pay for the next hunting season and above all they do not know whether by paying the ATC fee they can hunt across the surface or not. Not to mention who will take care of the censuses for wild boar, deer and bovids and small game within the ZRC and ZRV. In a few days many AA.TT.CC. of Tuscany will close their doors because they were left without agreements with the technicians and administrative employees. But it does not matter because there are so many technicians and "highly specialized" staff of the Provincial Administrations who in recent years have gained experience within the AA.TT.CC.
BUT WHEN EVER: the staff of the Provinces in these 17 years have not dealt with the management of the ATC but have worked in the Provinces. The two are not exactly the same: the Province planned and the ATC managed. The two are very different. Try asking a provincial official about the procedure for sending a hunter in a Tuscan ATC to hunt. Send home those who in recent years have given functionality to the AA.TT.CC. and mandate the tasks of the same and also use the redundant staff of the Provincial Administrations, but do not think of using the proceeds of the hunters' quotas for their salaries because that money must be used for the management of huntable species and for the hunters.
The ATC has been classified as a non-profit association, therefore an ONLUS, without taking into account that the ONLUS must have certain requirements and very "democratically" hunters are obliged to join an Association without the right to choose and after all , being the only taxpayers are not even the managers. If the CDG is also made up of Agricultural and Environmental Associations, what share do they associate with? We save farmers from paying a fee because they make their land available even if, in fact, if there were no hunters to act as stopgaps for prevention and containment interventions, they would not collect even a grain !!!
But how do environmentalists contribute? Are they just there to cut off the hunters' legs like they did recently with the thrush thing? Overcoming even this, how will the assembly of delegates be managed? We do not come up with the story that everyone is represented by the nationally recognized trade associations because this does not hold up. The hunter who has a private policy, or like us, is registered with an unrecognized association, has the same duties as hunters registered with the large associations. Having the same duties and also the same rights !! So how do you plan to convene all the registered hunters (Tuscan and not) and get them to vote? Vote who? One who is chosen by whom? Between whom?
Have patience but it seems like a law tailored more to solve your political problems than for economic savings and good and correct hunting management. Also find the money for the payment of the damages because the fauna is the unavailable patrimony of the state and therefore if it causes damage the state pays. Either it puts us in a position to manage properly or otherwise we get by. The ungulates, which are talked about so much, cannot belong to the State and "ISPRA" when they have to be hunted and hunters when they do damage !!!!!
A SOLUTION MUST BE FOUND. But you have no interest in finding it by placing responsibility on those who do not have it and above all, do not come and rinse your mouth with the reduction of the regional tax to € 23.00 because you smell the elections in May! Even the most inexperienced understands that this law makes water everywhere and that you don't care about hunting, hunters and agriculture !!!!!
This law must be changed even before it is applied. There is no time to implement it and therefore we ask for a moratorium, in the meantime rewriting the parts that do not work of Law 88 and we invite you to involve the staff who until now really managed the 19 ATCs of the Tuscany Region in the decisions and advice. . Perhaps, with “the experience gained”, some common sense suggestions could provide it. Think about it.
