The videoconference promoted by the Councilor was held this morning Marco Remaschi focused on the proposed Hunting Calendar 2020/2021 and on the main problems related to the hunting fauna. Marco Salvadori, president of the Federcaccia Tuscany, representing the associations belonging to the Confederation of Tuscan Hunters. For days, in fact, a series of proposals have been developed within the CCT, already made known through the social network channels, which today it was possible to formalize and represent to the Councilor Remaschi and to the competent offices.
Notwithstanding the particularly serious moment we are going through e the strong uncertainties on the lines of conduct introduced in these hours by the National Government, on the so-called Phase 2, - Salvadori strongly and firmly reiterated the need to speed up the time for the approval of the Hunting Calendar for the future season, in order to give certainty of the right and guarantees for the continuation of the hunting activity to all Tuscan hunters. In addition to the recall on the timing of approval, it was at the same time strongly reiterated, the need not to retreat in any way on the contents of the previous hunting calendar including the part concerning the inclusion of the species currently subject to appeal (Pochard, Lapwing etc.), on which the National Federcaccia together with the Confederation of Tuscan Hunters are continuing the battle in the courts alongside the region. · At the international level, the IUCN data sheet reports that hunting is not considered a cause of population decline
The data of winter presences in Tuscany show an increase / fluctuation of the species, thus demonstrating that the fraction of the population that spends the winter in Tuscany has not suffered decreases and that therefore the hunting taken in the region is sustainable and compatible with conservation favorable to the species, in harmony with the principles enshrined in Directive 147/2009 / EC.
LAPWING We ask for the opening to this species as every year and as required by current legislation (157/92) from the third Sunday of September until 31 January.
Lapwing was the subject of an in-depth international study that examined all the recaptures of ringed subjects and established that among the causes of the population decline there is no hunting, while there is a reduction in the productivity of young people, due to , as reflected in the Action Plan, to mechanized agricultural practices and predation of opportunistic birds and mammals (Souchay & Schaub, 2016).
· The species is judged to be increasing in Europe in the winter censuses.

LARK As regards the sampling of the Lark species, we would like to recall again and request what was already highlighted last year in a note sent to Councilor Remaschi; The National Lark Management Plan in paragraph 4 of point 6.2.2 "Sustainability of hunting" provides for: Adoption of differentiated game boxes (daily and maximum) among specialist or occasional lark hunters. The Regions concerned can promote the specialization of the hunter and the differentiation of the game bags (up to a maximum of 20 daily skylarks and 100 yearly for specialist hunters. Considering that the Region has all the data required by Ispra, it is considered appropriate that the Region according to what is indicated by Ispra approves an act identifying the Specialist Skylarks hunters, on the basis of the Larks for recall legally held or holders of fixed stalks for small game in areas suited to the species in question; in this case, these hunters will be able to collect the 20 daily heads and 100 annuals.
BOAR WITHDRAWAL For wild boar hunting in the form of hunted picking in suitable areas, and as regards the organization of picking in non-suitable areas, it is proposed to maintain the approach now applied in the previous hunting season.
In compliance with the maximum timeframe starting from 1 October until 31 January, differentiated openings must be provided by the ATCs.
EVALUATION VIncA (Environmental Impact Assessment) The recent (28/11/2019) approval of the document on the "National Guidelines for Impact Assessment (VIncA)" Habitat Directive 92/43 EEC introduced unacceptable forcing on the application of VIncA impact assessments , which risk producing a real regulatory chaos with possible negative effects also for the drafting of future hunting calendars. On this delicate aspect, a precise line was strongly requested to reach positive solutions that guarantee legal certainty for hunters, avoiding possible new appeals of the hunting calendar for the 2020/2021 season.
NEW FAUNA IMMISSION DECREE The ministerial decree drawn up at the beginning of the month, which establishes new and more stringent criteria for the introduction of fauna, became enforceable on 15 April. Also on this problem we have requested the commitment of the Region and the Councilor Remaschi to avoid interpretative disputes and difficulties in the operations of introducing wildlife for the purpose of restocking.
PHASE 2 PROPOSALS The Confederation of Tuscan Hunters, therefore, proposes to carry out a shared strategy based on four key points:
1. Urgently reactivate the containment and control interventions of wildlife "in art. 37 ”, extending the possibility of operating to all authorized persons under close coordination of the Tuscan ATCs, in order to avoid further serious damage to agricultural production.
2. Restore the possibility of guaranteeing selection hunting as it is an activity carried out individually, always in compliance with safety regulations and drawing up sampling plans in close relationship with the ATC technicians.
3. Establish an extraordinary regional fund to guarantee ATC budgets, by virtue of collaboration with the Tuscan agricultural world; thus ensuring the possibility of reimbursing damages while maintaining the functionality of the ATC management committees, and avoiding direct responsibilities of the administrators.
4. Give the possibility of enrolling in the ATCs through discounted "friendly quotas" for all people belonging to the "fragile categories", in particular pensioners and over seventies, for whom the possibility of going hunting constitutes a psychophysical and social safeguard factor fundamental in this context.
