The National Free Hunting Association expresses its concerns regarding the issue of the new Restocking and Capture Area called “Colfiorito”.
During the month of September 2012 at the Regional Administrative Court of Umbria, the discussion began concerning the long-standing question of the newly created ZRC called “Colfiorito”. The whole Umbrian hunting world, the farmers, the residents of Colfiorito and lastly (although not least) the ANLC - regional headquarters of Spoleto - have long been anxious about this issue and have welcomed the fixing of the first court hearing.
Attorneys Accardi and Antonini were present, representing the ANLC. After having heard the parties involved, the Judge postponed to a new hearing during the first half of 2013, for the issuance of the relative sentence.
So far everything is normal, or almost. What was shocking, to say the least, was the fact of learning that the ATC PG2, in the person of the pro tempore president, was formed at the TAR of Umbria in favor of the newly established ZRC of Colfiorito through a well-known lawyer from Perugia.
But there is more: it would appear that the president took this decision without even consulting the members of the ATC Management Committee. It is hoped, at least, that at least the expenses, present and future, have been and will be paid personally by the president and certainly will not burden the unsuspecting hunters and farmers who, on the contrary, are fighting for the opposite result. The latter, in fact, have so-called "consortium" in dealing with this age-old issue and have managed to reach and exceed the membership threshold for a percentage higher than 40% which should have prevented the realization of the said ZRC.
Faced with such a scenario, it is undisputed that the ANLC, and with it the whole hunting world, is very worried: in the face of management policies of this kind, concerns also arise for all the other ZRC falling within the territorial hunting area. PG2. In fact, despite the validity of a specific agreement that provides for a share of money paid by the ATC for the extension of the same, to meet the costs of capture, management and supervision of the same, they no longer receive any form of financing from the 2011.
And if the economic situation of ATC PG2 is this, then it will be equally legitimate to ask another question: what will happen to the newly established ZRC “Colfiorito”, if there is actually no money to finance or maintain it? The ZRC is very large: a large portion is used as a park, the other has been used as a restocking and capture area: all without funds and with often conflicting regulations. This is where the concerns and doubts of the ANLC arise: and since the president of ATC PG2 knows this situation well, he should give serious and concrete answers to all hunters.
Given that, at present, in the ZRC of Colfiorito it will be possible to carry out only selective withdrawals of the wild boar species which do not have excessive costs and which in any case, it should be emphasized, should be organized with seriousness and transparency, in compliance with the rules and regulations that regulate them, and in respect, above all, of the dignity of the people and associations present in the area.
This is in order not to create frictions and disagreements, involving the whole agricultural, hunting and environmental world in their first capacity as natural managers of the territory, even as institutional managers.
