In light of everything that has been said in recent days about the affair of the two Umbrian ATCs, it was clear from the outset that the final objective was neither to protect the hunters, nor to protect the ATCs. The will of Federcaccia Umbria with Enalcaccia and Liberacaccia in tow to attempt the commissioner of the two ATCs, citing exploitation of the budgets, asking for postponement on approval, already knowing that, in any case, in a vote they would have expressed a vote against, it was a political move certainly studied for some time, as we have all learned in recent days through the press, where the three associations have complained about the failure to respect the promises made during the election campaign, seduced and abandoned. It is no coincidence that the problems raised concern only the ATC Perugia 1 and Terni 3, while the ATC Perugia 2 is taken as an example of management where, coincidentally, the three associations are part of the presidency office, but if "Sparta cries Athens not laughs ”, the discussion is too simplistic if we only talk about the damage caused to agricultural crops, while for the others they are accused of failure on everything.
If good management is the prompt hunting that ATC Perugia 2 will carry out again this year at the end of August as has been good practice for some years now, I do not think we are on the right track, nor are the hunters happy. To those who ask for the zeroing of the leaders of the ATC Perugia 1 and Terni 3 because in continuity with the old administration we would like to point out that also the top of the ATC Perugia 2 is an expression of the past administration, unless there have been rapid changes of shirt , it appears evident that the design was very precise, to put the two ATCs in difficulty to proceed with the replacement of the vertices.
To clarify the picture for hunters, the question of budgets was used in an instrumental way, since in the event that a commissioner is reached because the budgets are not voted, the commissioner would have no other possibility than to apply the regional regulations, therefore, in any case, ask the teams for money, in the event that a new management committee is elected, without having modified the regional regulations, the new committee will still have to proceed with the application of the same. ATC, starting from the year 2021, the new committee would find itself in the position of being able to dispose of the total resources without budget items, being able to independently cope with the increase in damages, with the consequence that to maintain certain levels of management it will be necessary in any case, increase the registration fees for the areas, a result that we will still find an increase distributed for all hunters.
Instrumentalizing the ATC is the sign of the weakness of the hunting world, which attacks the only organism that sees the hunters as protagonists of the management, if it is believed that the ATCs have failed in the management, it is certainly not possible to withdraw from responsibilities. by unloading the blame on the members of the committee, who have been themselves appointed by their respective associations, probably the failure is of the Associations that do not take responsibility for governance, it is easier to relieve themselves of responsibility in times of difficulty for opportunistic issues, not we believe these are the representatives that hunters deserve. But what worries us most are the populist positions that have emerged within the government majority of this Region, if on the one hand there is an Assessor who tries to navigate a stormy sea trying to land at a port quiet, on the other side of the same majority there are those who are stirring the waters by citing paradoxical issues by those who are called to administer a Region, in this situation the hunters will still be at the expense.
We cannot support the populist positions that have no vision for the future of hunting, but speak only to the belly of the hunters, the calendar proposal desired by the majority of Umbrian associations with the inclusion of the turtle dove in pre-opening we already know that until we it will be the go-ahead on the management plan of the species it will not be possible to take hunting in pre-opening, as regards the wood pigeon the proposal to insert 3 days of pre-opening, interrupt the sampling and reopen on 5 October and then continue until 31 January does not circumvent the sentence of the cassation regarding the timing of collection of the species by exposing the calendar to useless appeals, but above all, in our opinion, it does not even gratify the hunters, as the long-awaited day of the general opening that all hunters are waiting for, would penalize fans of this type of hunting.
Arci Caccia, both in the Faunal Council, and in the meetings held with the other Associations, reiterated the need to have a hunting calendar safe from any appeals and easy exploitation, something disregarded that is creating problems even before it is approved, indeed it is news today and for the first time it happens in this Region that a partial hunting calendar is approved. We take note of the Region's willingness to try a final charter by asking ISPRA for a derogation on the application of the ban on hunting in mountain passes pending the decisions that the Marche Region will take. It should be added that the protection of wildlife in this migratory case should be the primary interest of hunting associations and hunters, rather than always victimizing, we should all be aware that wildlife is a "renewable raw material, which is renewed through reproduction , but it is not infinite, if the spread is not subject to careful and prudent management, in the interest of all hunters and non-hunters.
