Arci Caccia: some representatives of hunting associations and other representatives of phantom committees, not recognized by law, compete to see who shoots the biggest against the institutions and / or the! ' ATC, forgetting to be among those who participate in the daily discussion on the decisions to be codified in Law and / or Regulations and who, moreover, in many cases are a determining part of the decisions taken and their management.
Specifically, as regards the Hunting Calendar of Umbria it is certainly one of the best in the country, however in it there remains the very realistic risk that in the next month of January what happened last year will be repeated and that is that in the middle of the month the hunting of the species Tordo Bottaccio, Tordo Sassello, Cesena and Woodcock. To avoid this danger as Arcicaccia we have always said that the Regions, the Government and Ispra must provide the European Commission with real scientific data, to demonstrate that the suitable date for the closure of the sampling of these species is 31 January.
With regard to the new Regional Regulations for the collection of the wild boar species, it is good to remember that the confrontation between the Regional Advisory, the Regional Faunal Council, the representatives of the Associations, the representatives of the various Boarist Committees lasted
about four years and ended with a Public Assembly organized by the Region and the Umbrian ATCs in March 2015 in San Nicolò di Celle.Deruta, which was attended by about a thousand hunters, the vast majority of whom were wild boarists.
The Assembly actually approved, with very modest requests for changes, the current Regulations. Our Regional President who in his speech tried to declare the opposition to some rules contained in the Regulations was interrupted and forced to close the speech early.
The most important issues that could not be shared for us were and remain:
• The separation of the Regulations between the management of the species, in particular in relation to the issue of damage to agricultural crops, and the Regulations for the taking of the same.
• The criteria for defining the cost of enrolling wild boar hunters in the ATC.
• Allow individuals to hunt in free sectors assigned to teams.
• De facto prohibit the killing of wild boar to all those who have not registered with the ATC as wild boarists.
• Not having recognized shooting with a limited number of hunters as a form of hunting. This would have made it possible to avoid the unscheduled presence on the territory of individual cinqhialist hunters which could lead to a potential increase in the risk of accidents. Now the regulation is now in force and must be applied without alchemy and postponements at least as long as it can be modified and improved.
As far as restocking is concerned, it is good to remember the deliberations of the ATC3 which provide that the hare species must be released on the territory by January, the pheasant species by February, as foreseen by the wildlife program prepared in the past years, which also provides:
• The capture of game for restocking in the ZRC
• The creation in each Municipality of Areas of Respect for Hunting (ZRV) of suitable size to overcome the fragmentation of emissions
• The identification of suitable areas for the introduction of the partridge species to prevent hunting the time necessary for the establishment of breeding stocks capable of self-sustaining, overcoming the current summer restocking which has proved ineffective and unproductive for wildlife purposes. With regard to those born in the summer period, these must be placed in the appropriate acclimatization facilities present within the ZRC and ZRV.
This is what the ATC3 wildlife program provides, a program that all of us have wanted and built and that we must now complete. If anyone disagrees, please say so. Of course, things can be changed to improve them and make them more effective, however, to be able to do so seriously, we need responsibility, consistency and transparency in the positions of all of us who have the task of protecting the interests of fauna, the environment and hunters.
Certainly the opportunity for institutional reform with the transfer of proxies from the Province to the Region must be seized by all those involved in the hunting activity by making a deep and all-round reflection, with the aim of building a more effective system from a programmatic point of view. , organizational and management for the next few years.
For this purpose, all the Hunting Associations recognized by the Law are called to make a particularly important contribution to determine all the conditions, starting from the cultural ones, to build a class of hunters with a multipurpose role for the benefit of the environment and society, definitively overcoming duplicity. and cunning that is of no use to anyone.
